The City is seeking a detail‑oriented and highly organized non‑technical Project Manager to oversee economic development initiatives from concept to implementation. This role manages special projects involving multi‑department and multi‑organization partnerships, and supports data‑informed leadership.

The ideal candidate will apply formal project management methodologies (PMBOK or Agile) to municipal projects, with preference for candidates holding a Project Management Professional (PMP) or similar certification. This position will work up to 25 hours per week and report to the Chief Economic Development Officer.

Part‑time, 20–25 hours per week. Some flexibility required for evening or weekend meetings.

Essential Duties And Responsibilities
  • Conducts in-depth qualitative and quantitative research and makes recommendations for project scopes, schedules, and budgets.
  • Engages stakeholders and the public to gather information on needs; translates into clear project requirements and actionable deliverables.
  • Works with department executives to define overall project goals and scopes, schedules, and budgets.
  • Establishes project plan to deliver objectives; makes recommendations for team composition.
  • Work with division management to coordinate resources, vendors, and stakeholders to ensure successful project execution.
  • Develops requests for proposals (RFPs), negotiates and manages agreements with vendors and partners.
  • Facilitates project meetings, develops agendas, captures action items, and provides visible documentation.
  • Provides guidance and assigns work to project team members and SMEs to ensure goals, timelines, budgets, and scopes are met. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork.
  • Monitors project performance; works with division management to navigate and resolve risks, issues, budget, controversial items, and potential impacts to scope, schedule, or budget.
  • Under supervision, administers the project’s budget and financial reporting.
  • Serves as a liaison between the department and project customers; prepares and presents information to a variety of audiences.
  • Develops and shares project updates to stakeholders at routine and predictable cadence.
  • Responsible for end‑to‑end process review, evaluation and incorporating lessons learned.
  • Work with the division’s performance analyst to assure projects meet desired outcomes.
  • Works with division managers to review policies and standard operating procedures (SOPs). Where appropriate, the incumbent will help create new or revised SOPs.
Qualifications Education & Experience
  • 5+ years of experience in project management, business analysis, or program administration.
  • Degree in Public Policy/Administration, Business Administration, Project Management
  • Or any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities.
Certifications
  • PMP (Project Management Professional) or similar certification preferred.
  • Agile or Lean Six Sigma training preferred.
