Overview
Salary range is $78K to $155K with a midpoint of $108K. New hires typically receive between minimum and midpoint; however, we may go slightly higher based on experience, internal equity and market.

This is a term-limited position with an anticipated end date at 5 years of service.
GENERAL PURPOSEUnder general direction, manages, administers, and leads capital projects and actual design and construction in assigned area of responsibility within the Capital Delivery Department; ensures projects are constructed within time and budget constraints and in full compliance with ST, local, state, and federal policies, procedures, rules, and regulations; organizes and leads project teams through project initiation and implementation; develops and manages project-specific scopes, schedules, and budgets;
interfaces and works cooperatively with other Agency departments to implement and support Agency-wide programs and to obtain consensus and approvals related to project or task; ensures payments to contractors are proper and timely and change management of costs is proper and well documented; manages consultants and Washington State Department of Transportation teams involved with contract administration; provides for proper staffing of assigned projects;
represents the Agency on a local and regional level to inform and educate the public on current and future regional transit projects.

- Leads, coordinates, schedules, assigns, and inspects the daily work activities of assigned staff, consultants, and contractors.
- Procures design and construction management consultants; coordinates and tracks consultant scope of work; verifies submittals including monthly reporting; monitors schedules; participates in feasibility studies and environmental analyses; facilitates environmental documentation; negotiates and manages scope, quality, schedule, costs, risk, personnel, consultants/contractors for design, construction, and signage; manages budgets and schedules; ensures adherence to codes and design practices; negotiates and approves change orders;
forecasts future work; manages expenditures of project budgets and grants; presents contracts and amendments for consideration. - Manages the design team budget and resources; maintains key milestones; performs quality control for design; distributes plans for review; monitors consultant work for scope adherence.
- Reviews design plans, environmental documentation, transportation studies, sign location plans, and other design documentation required to permit development; reviews estimates for technical quality and adherence to codes; analyzes and solves complex technical problems; addresses comments from interested parties with the design team.
