Some of what you'll be doing:

As a Procurement Officer V, you will supervise procurement professionals and serve as a senior-level technical expert for long-term and highly complex procurements. You will coach and provide constructive feedback to direct reports to support the development of their procurement skills, while leading the most complex, highly visible, and politically sensitive procurement efforts. In this role, you will provide leadership and coordination—overseeing schedules, processes, and resources—to ensure the successful completion of multiple, interrelated procurement projects.

  • You will plan, schedule, assign and oversee the daily work of staff to ensure efficient, coordinated, and timely completion of procurements without compromising quality.

  • You will perform full supervisory responsibilities, including assigning and reviewing work; hiring staff; evaluating performance; recommending performance increases; and determining and administering corrective discipline. You will also mentor, coach, train, and support assigned staff in developing the skills necessary to successfully deliver procurements.

  • You will assign and oversee staff in the implementation of new or revised policies, procedures, initiatives, and performance measures related to Port procurements, delegated authority, the Revised Code of Washington, and federal law.

  • You will develop, negotiate, and manage the most complex contracts, including schedules and phasing, across various contract types. You will also represent the Port in complex negotiations and discussions with multiple stakeholders and Port leadership.

  • You will conduct risk analyses and develop contingency plans, in collaboration with the Risk Manager, to address unforeseen issues that may significantly impact assigned procurements.

  • You will develop, or contribute to the development of, new or revised procurement-related policies, procedures, initiatives, and performance measures.

Who you are:
  • Experienced – You have five (5) years of experience in procurement, grants, and/or contract development, to include one (1) year of experience mentoring, leading, or supervising staff and/or programs/projects.
  • Desired – We hope you have a professional certification from the National Institute of Government Procurement (NIGP) or Universal Public Procurement Certification Council (UPPCC).

You understand how to achieve objectives collaboratively within an organizational context. You are skilled in planning, organizing, reviewing, and evaluating the work of other Procurement Officers and can seamlessly support team members by stepping into any procurement process as needed.
  • Analytical – You can analyze and synthesize data to provide timely, actionable insights that support business operations using data visualization skills to communicate findings effectively.
What else you need to know:
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. You may be required to work any and all assigned shifts, including weekends and holidays. You may be required to work during emergencies.
