Our Regulatory Advisory services help clients address critical regulatory challenges and include areas such as regulatory strategy, revenue requirements modeling, rate design, business case justification for major technology initiatives, investment plan development, stakeholder engagement, and expert testimony development. What You’ll Be Doing

As a Manager you will play a key role in delivering projects, leading teams, and supporting the growth of our Regulatory Advisory solution set. Your responsibilities will include:

Client Delivery
  • Manage small‑to‑medium‑sized teams on regulatory‑focused engagements, ensuring high‑quality deliverables and client satisfaction.
  • Serve as the day‑to‑day client contact, building trust and credibility with stakeholders.
  • Develop project plans, manage timelines, and oversee execution to meet client objectives.
  • Contribute to deliverables such as financial models, regulatory filings, and business case analyses.
  • Support expert witness services, including research, analysis, and preparation of testimony materials.
Practice Development
  • Contribute to the growth of the Regulatory Advisory solution set by developing tools, methodologies, and best practices.
  • Mentor and develop junior team members, providing coaching on technical and consulting skills.
  • Support recruiting efforts by conducting interviews and promoting the practice to prospective hires.
  • Build your expertise in the regulatory space by contributing to thought leadership, such as blogs, whitepapers, or conference presentations.
Business Development
  • Identify opportunities within existing accounts and support proposals for new engagements.
  • Assist senior leaders with client pitches and presentations.
  • Leverage your growing professional network to help expand West Monroe’s presence in the Energy & Utilities market.
What You’ll Bring to the Team

We’re looking for someone with a strong foundation in utility regulation and a passion for solving complex challenges in the energy and utilities industry. The ideal candidate will bring:

  • A solid understanding of U.S. electric and gas distribution regulation, with expertise in at least two areas such as rate design, revenue requirements, or regulatory accounting. Experience across multiple jurisdictions is preferred, and exposure to transmission regulation is a plus.
  • At least 7 years of professional experience, with 4 years of direct regulatory experience (e.g., as a consultant, in‑house at a utility, or in a regulatory agency).
  • A proven ability to manage small‑to‑medium‑sized projects and teams. While consulting experience is preferred, candidates with equivalent industry experience are welcome.
  • A bachelor’s degree in finance, business, law, or a related field. An advanced degree such as an MBA or JD is desirable but not required.
  • Strong communication skills, with the ability to present complex ideas clearly and effectively to both technical and non‑technical audiences.
  • Leadership qualities, including the ability to mentor and develop junior team members.
  • An eagerness to contribute to practice growth through tools, methodologies, and thought leadership, as well as a commitment to fostering an inclusive and collaborative team environment.
  • The ability and willingness to travel as needed to meet client and project demands.
  • A growing professional network within the Energy & Utilities sector and an interest in supporting business development efforts.
