Correctional Industries (CI) within the Department of Corrections (DOC) is seeking a highly motivated and qualified individual to fill a permanent vacancy as an Industries Manager 4 – Marine Operations Manager. The position is located at McNeil Island Stewardship (MIS) and generally works from 7:00 a.m. to 3:00 p.m., Monday through Friday.

Working collaboratively with internal and external stakeholders, the Marine Operations Manager contributes to the agency’s mission to improve public safety by positively changing lives through the supervision and accountability of incarcerated workers. The position supports the development of marketable job skills, promotes positive work ethics, and reduces the tax burden of corrections.
Primary Responsibilities- Provide industry oversight of McNeil Island Stewardship Marine Shops.
- Be responsible for assigned Marine Shops.
- Develop decision documents for changes in business practices, equipment, or staffing and/or industries.
- Monitor program sustainability on the sale of CI products to ensure full cost recovery with margins for reinvestment.
- Collaborate with stakeholders on product offerings, vendor communication, and new product development.
- Coach, train, and mentor direct reports regarding personnel issues, forecasting, asset management, products, sales strategies, and customer service.
- Resolve concerns and complaints with stakeholders. Provide supervision and accountability to direct and indirect reports.
- Develop, document, and collaborate with stakeholders on policy revision, SOP development/revision, and process improvements.
- Review and approve annual forecasts with internal stakeholders representing CI’s lines of business.
- Ensure compliance with collective bargaining agreements, DOC policies, and operational memorandums.
- Provide regular updates and reports to the CI Advisory Committee and other requested reports.
- Oversee and manage contracts related to assigned responsibilities.
- Complete workplace investigations as assigned by the Appointing Authority.
- Serve as a backup to the MIS General Manager in times of absence.
- Reports to MIS General Manager.
- Responsible for management oversight and leadership of incarcerated individuals’ work training programs at MIS.
- Influences statewide policy, procedures, and operations, ensuring efficiency and accountability of programs.
- Financial decisions impact revenue and training opportunities for incarcerated individuals.
- Manages operational expenses for all supervised areas, ensuring compliance with policies and procedures.
- Ensures correct staffing models and overtime control; responsible for timely and safe service delivery.
- Manages day‑to‑day onsite issues, safety, security, personnel, and agreements.
- Analyzes, implements, and monitors policy changes with potential budget and external impacts.
