Responsibilities

The Utilities and Transportation Division (UTC) provides comprehensive legal services to the Washington Utilities and Transportation Commission, which regulates investor‑owned utilities and common carriers. The UTC represents the Commission or its staff in state and federal administrative, trial and appellate matters, including hearings before the Commission and before federal agencies such as the FERC, FCC, and the SITB, as well as state and federal trial and appellate courts.

The UTC’s client advice work assists the Commission in implementing state law provisions, primarily Titles 80 and 81 RCW and relevant Title 19 RCW, and navigates the interplay between state and federal law in a rapidly evolving sector.

  • Strong communication and collaboration skills, capable of developing and maintaining a diverse, respectful, and inclusive environment.
  • Ability to develop and maintain strong working relationships with employees of a large institution.
  • Ability to manage a caseload before various tribunals.
  • Excellent research and writing skills for providing advice to the Commission and for submitting briefings on technical issues to administrative agencies and courts.

    Applicants must have graduated from a law school accredited by the ABA or completed the WSBA Rule 6 Law Clerk Program; be licensed to practice law in Washington state. Applicants actively pursuing admission by motion will also be considered.
