Job Overview

King County Business Resource Center (BRC) is seeking a Business Systems Analyst to join the BRC BI Insights team. This Special Duty Assignment or Term Limited Temporary Position is anticipated to last for 1 year. The role focuses on dashboards, reporting, and data analytics for financial, workforce, procurement, and budget domains while supporting end‑user adoption, internal project coordination, and analytic skill‑building across the organization.

Responsibilities
  • Lead requirements gathering, business analysis, and functional specification development for analytic dashboards and reporting solutions.
  • Design and develop dashboards and reports using Oracle Analytics Server (OAS), BI Publisher, and Power BI incorporating complex calculations and data modeling.
  • Conduct functional, integration, and user acceptance testing (UAT) to ensure data accuracy, quality, and readiness for production.
  • Support end‑user change management, improving adoption and helping business partners level up their analytical skills.
  • Provide consultative guidance on data interpretation, metrics, and analytics capabilities to business stakeholders.
  • Manage or coordinate small internal BI projects, including sprint planning, task tracking, and agile ceremonies, ensuring alignment across analysts and technical teams.
  • Evaluate user experience and recommend improvements to dashboards, reports, and overall BI tool usability.
  • Research and propose AI or machine learning use cases to enhance current reporting and analytics capabilities.
  • Collaborate with technical and business partners to translate requirements into actionable BI solutions.
  • Document business rules, data flows, functional specifications, and opportunities for process improvement.
Qualifications
  • Have education, certification, or equivalent experience in Data Analytics, Business Systems, Information Systems, Computer Science, Finance, or related fields, with examples including Microsoft Power BI Data Analyst Associate, Oracle Analytics Certification, or Google Data Analytics Professional Certificate.
  • Demonstrate experience gathering requirements, designing dashboards/reports, and working with complex financial, workforce, procurement, or budget data.
  • Are skilled in Power BI and/or Oracle Analytics Server (OAS), with knowledge of SQL, data modeling, or ETL concepts.
  • Can work effectively with stakeholders at all levels to deliver business‑driven analytics solutions.
  • Have strong analytical, organizational, problem‑solving, and communication skills.
  • Have experience with agile or scrum methodologies and supporting project delivery cycles.
  • Have experience coordinating small projects with analysts and technical teams, including task tracking, sprint planning, and aligning work across multiple stakeholders.
  • Can lead initiatives to improve data literacy, enabling business partners to become more self‑sufficient in analytics.
  • Have knowledge of data governance, data security, and risk management best practices.
  • Experience with AI/ML applications in analytics or business intelligence solutions is a plus.
Work Schedule

This position is exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi‑weekly schedule, every other Thursday.

Work Location

The BRC BI Insights team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
