The City of Bellevue is implementing a long‑term city‑wide Business Transformation program that will modernize enterprise technologies, re‑engineer processes, and adopt critical systems. As a core member of this program team you will support implementation, process re‑engineering, and adoption of multiple enterprise systems.

• Collaborate with stakeholders to translate complex business needs into functional requirements and technical specifications.
• Lead the analysis effort, including gathering, documenting, and analyzing business requirements and processes.
• Work closely with cross‑functional teams to develop project plans, estimates, and timelines.
• Act as a subject matter expert for business processes and technology solutions, providing guidance and recommendations to stakeholders.
• Deliver options analysis, gap analysis, business process reengineering, and business consulting.
• Develop and maintain project documentation, including requirements, functional specifications, use cases, and test plans.
• Develop and execute test cases to ensure successful delivery of technology solutions.
• Support adoption of new enterprise systems by developing user procedures, creating training materials, and delivering training.
• Provide leadership and guidance to junior business analysts and other team members.

• Strong analytical and problem‑solving skills with a strategic outlook.
• Excellent written and verbal communication skills, able to convey technical information to both technical and non‑technical audiences.
• Demonstrated experience gathering and documenting business requirements, developing functional specifications, and creating test plans.
• Strong leadership and interpersonal skills, effective in cross‑functional team environments.
• Experience establishing strong partnerships with customers across multiple lines of business.
• Proven experience with enterprise software implementation projects.

• Bachelor’s degree in computer science, information technology, or a closely related field (or equivalent work experience).
• 5 or more years of experience as a business analyst in a technology environment.
• Business Analysis certification (e.g., IIBA CCBA) is preferred.
• Project Management skills and experience.

• Walk, talk, hear, use hands to handle, feel, or operate objects, tools, or controls.
• Reach with hands and arms; close, distant, peripheral vision required.
• Work environment is usually moderately quiet.
