The Human Resources Systems, Analytics, and Operations Team within the Department of Human Resources (DHR) seeks an innovative, driven, and customer-focused professional to serve as the Workforce Systems Administrator for the NEOGOV Learning Module (Functional Analyst III). This position will work closely with DHR’s Operational Leadership, Workforce Systems Supervisor, King County Information Technology and key business partners to support the creation of a workplan to standardize and continuously improve the Learning module workflows to support the Human Resource (HR) community.

This role will also serve as the subject matter expert (SME) translating system configurations and functionality to support, troubleshoot, and provide technical assistance for NEOGOV’s Learning module.

This position will report to the Workforce Systems Supervisor and work closely with DHR Operational leadership, the Learn business leads on the DHR Career and Culture team, and our partners in King County Information Technology.

In order to be considered minimally qualified, you must demonstrate knowledge, skill, and ability to:
  • Lead the NEOGOV Learning module and support the overall platform in collaboration with HR Operations team and business partners, ensuring functionality and accessibility.
  • Collaborate with the Workforce Systems Supervisor to review and optimize system configuration, make recommendations and implement updates for optimal functionality, user experience, and process efficiency.
  • Manage learning module-related projects, including planning, execution, monitoring, and reporting.
  • Identify and prioritize gaps and needs to meet business requirements, recommend solutions to increase alignment with established priorities and initiatives to ensure HR system support of organizational strategic goals.
  • Perform incident investigation and escalation to ensure minimal disruption, troubleshoot issues with NEOGOV and/or systems and software that interact with NEOGOV.
  • With guidance from the Workforce Systems Supervisor, develop and improve processes, procedures, and/or policy recommendations and workplans.
  • Update documentation, user manuals, and instructions in multiple media formats to enhance user accessibility and understanding.
  • Contribute to delivering technical training and programs to support enterprise alignment, ensuring the effective utilization of HR systems.
  • Document standard work and processes to maintain consistency and ensure efficiency in system operations.
  • Participate in regular audits to maintain system standards and security role alignment to enhance data integrity and access control.
  • Use digital ticketing solution to troubleshoot, document, and resolve system issues and challenges that require a greater level of system access and technical acumen.
  • Develop and support queries, reports, dashboards, and metrics in support of system auditing, decision making, and data integration with other HR data sources, fostering data-driven practices.
We are looking for candidates who have:
  • Experience with enterprise resource planning (ERP) systems, human resource information systems, learning management systems. The county uses People Soft and NEOGOV.
  • Customer service-oriented and skill working effectively and cooperatively with individuals from diverse backgrounds.
  • Knowledge in the application of complex functional analysis, automated systems testing procedures, data analysis, design, and troubleshooting applications.
  • Knowledge of business improvement process methodologies.
  • Self-starter who can lead and participate as a member of a self-directed work team and collaborate with team members.
  • Knowledge of human resources practices, processes, and procedures throughout the employee life cycle.
  • Familiarity with public records; ability to identify and handle confidential and personally identifiable information (PII).
  • Knowledge of general training and development
