Looking for a dynamic, experienced HR Manager for the City of Burien. We are a small but mighty HR Division of two. This is an opportunity to work with a great group of staff while leading all HR functions city wide. Performs a variety of managerial, professional and administrative work in planning, directing, organizing and coordinating the overall Human Resources Division programs and functions. The Human Resources Manager provides leadership and management in the areas of labor relations, recruitment, classification and compensation, wellbeing and safety, benefits administration, employee relations and development, training and performance management, and regulatory compliance.
Essential Functions- Administers City-wide human resources functions including recruitment and selection, classification and compensation, benefits administration, employee relations, labor relations, training and development, wellness programs, performance management, personnel policy development, and risk management coordination.
- Performs internal consulting assistance to the City's management and supervisory staff in a variety of areas, including staffing and organization, employee development, disciplinary problems, and other special employment needs. Provides employee consulting assistance for training, career development, and employee relations.
- Serves as the City's authority on compliance with federal, state, and local laws related to personnel practices, including equal employment opportunity, Fair Labor Standards Act, Family and Medical Leave Act, Washington Paid Family Medical Leave, and Americans with Disabilities Act requirements; monitors personnel practices and directs corrective actions to ensure compliance.
- Supervises the activities of human resources personnel to include scheduling, assignment, and review of work; assisting; administering discipline; evaluating performance and development, and making hiring, termination, and pay change recommendations.
- Oversight of full life cycle recruitment program. Prepares, conducts, and coordinates the employee recruitment and selection process; prepares and posts job announcements, participates in interviews, conducts reference, background, and credit checks, creates offer letters, and presents offers. Individual responsibility for the recruitment of all positions at the supervisory level.
- Serves as lead negotiator in labor-management contract negotiations; responds to and serves as management representative in grievances, arbitration, and disciplinary hearings; interprets contract provisions and advises management.
- Develops, implements, and evaluates personnel-related services and programs such as training initiatives, safety programs, and employee performance management systems.
- Administers and provides oversight of employee benefits programs and leave administration, including FMLA, Shared Leave Program, Workers' Compensation, and Return-to-Work programs; interprets policy and resolves complex or escalated issues.
- Develops, recommends, and monitors the division budget by reviewing past expenditures, analyzing future needs, and making determinations regarding the necessary resources to accomplish departmental goals.
- Represents the department at City Council, commission, and other meetings to present the department's plans and accomplishments and to discuss the development and implementation of programs, policies, etc.
- Serves as management representative in the City's wellness committee and provides executive oversight of wellness-related events and programs, including review and approval of the annual Well City Application and strategic direction for wellness initiatives.
