Compensation:New hires start between $73 448 and $97 931 based on experience, qualifications, skills, competencies, internal equity, and market factors. While the full pay range is listed for this position for pay transparency, individual compensation is determined by various factors and may vary within the posted range.

The Policy Analyst, Criminal Justice Reform and Decarceration advances Pioneer Human Services’ advocacy agenda aimed at reducing incarceration, addressing racial and economic disparities, and expanding community-based alternatives to the criminal legal system. This role conducts policy research, analyzes legislation, develops data-informed recommendations, and supports advocacy strategies that influence local, state, and federal policy. This role supports the development and execution of data-driven policy strategies aligned with Pioneer’s Theory of Change and legislative priorities.
The Policy Analyst collaborates closely with advocacy leaders, program, communications and external partners to translate lived experience, research and program outcomes into credible policy influence.
PRIMARY/ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conducts policy research and analysis on criminal legal reform, reentry, housing, behavioral health, workforce development and related issues aligned with Pioneer’s mission, vision and Theory of Change.
- Tracks and analyzes local, state and federal legislation and regulatory activity impacting justice-involved individuals and Pioneer programs.
- Develops policy briefs, testimony, issues memos and advocacy materials that integrate data, research and lived experience perspectives.
- Supports the advancement of Pioneer’s policy priorities through coalition engagement, legislative meetings and coordinated advocacy campaigns.
- Collaborates with program, data and communications teams to ensure advocacy messages are accurate, consistent and grounded in program outcomes.
- Contributes to public education efforts, including reports, presentations and external communications that elevate Pioneer’s policy leadership.
- Supports relationship‑building with legislators, agency staff, advocacy partners and community stakeholders.
- Assists in establishing and tracking advocacy performance metrics that demonstrate policy impact, visibility and system‑level outcomes.
REQUIRED
- Bachelor’s degree in public policy, political science, social work, criminal justice or a related field. An equivalent combination of education and directly related professional policy work experience may be considered in lieu of degree.
