Grants Compliance Manager (MA5/DAIO)

About the division:The Office of Regulatory Compliance & Oversight (ORCO) is part of the Division of Audit, Integrity, and Oversight (DAIO) within the Office of the Chief of Staff of the Health Care Authority (HCA). ORCO provides technical assistance, resources, and oversight functions of federal and state grants, subawards, and state Medicaid expenditures. ORCO is HCA’s centralized body to provide leadership, education, and support to all divisions of the agency at all employee levels to mitigate risks, comply with changing laws and assist the agency in accomplishing its goals directly related to subrecipient monitoring and sister state agency Medicaid oversight and compliance.
Aboutthe position:
The Grants Compliance Manager (Management Analyst
5) serves as the agency expert on the Code of Federal Regulations (CFR), specifically 2 CFR 200, 2 CFR 300 and 45 CFR Part 96. The role provides compliance support for grant and subrecipient monitoring activities for state and federal initiatives, strategic planning on implementation of compliance initiatives, the development of subrecipient performance measures affecting the public and beneficiaries of services, and operations of and assistance for several grant compliance work streams.
This position ensures agency risk is managed through compliance with the state and federal laws, policy, rules, and regulations that govern HCA’s grant funding streams.
This position is eligible to telework but is occasionally required to report on‑site to meet business need
. The default assigned work location of all Health Care Authority (HCA) positions – both on‑site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA
. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out‑of‑state telework.
- Collaborate with OCP and FSD to ensure FFATA reporting policies and procedures are adhered to and procedures are updated when gaps are discovered.
- Serves as the agency subject matter expert on all matters concerning 2 CFR 200, 2 CFR 300 and 45 CFR Part 96.
- Analyze FFATA reporting issues and develop solutions that meet HCA’s regulatory requirements.
- Manages the agency’s single audit monitoring responsibilities and leads the management decision letter process.
- Coordinate with Internal Audit and Audit Operations within DAIO to conduct internal reviews or compliance audits of grant‑funded programs.
- Provides support to subaward managers on complex subrecipient compliance issues.
- Assess any findings to identify root issues and assist in creating corrective action plans to address the issues.
- Leads cross‑divisional problem‑solving efforts to ensure compliance with federal requirements and to ensure that we are utilizing federal administrative funding in the most efficient manner.
- Develops, maintains and trains consistent processes for grants and subrecipient monitoring utilizing expertise on 2 CFR 200, 2 CFR 300 and 45 CFR Part 96.
- Collaborate with program managers and finance staff to ensure grant activities and expenditures meet compliance.
- Liaise with the Research and Policy Analyst with DAIO to develop internal policies and procedures to ensure compliance with grant terms.
