Overview

The City of Seattle is seeking a Construction Contract Specialist
. This position is part of the City Purchasing and Contracting Services, Construction Contracts Team. It is responsible for the assistance, review and approval of public works procurements for citywide capital development projects as well as providing support for construction contract administrative processes.

Responsibilities
  • Perform and support with the following:
  • The review and approval of City of Seattle public works contracts documents.
  • Processes required for advertisement, bidding, award, execution, payment and close-outs of City of Seattle public works contracts.
  • The collection of required documentation for the close-out processes public works contracts.
  • Verification and compliance review of submitted construction contract documents including bonding and insurance documentation.
  • The City’s competitive bid waiver processes that involve emergency public works.
  • The public works invoice payment approvals process by confirming contract documentation and contract compliance obligations have been fulfilled.
  • Administer and enforce State of Washington and City of Seattle public works requirements and policies.
  • Assist City of Seattle capital departments and contractors with applicable public works procurement requirements and processes.
  • Understand applicable public works laws, regulations and City policies.
  • Become familiar with general commercial construction practices and basic architecture/engineering and construction management practices.
  • Understand the differences between all of the public work procurement methods available to the City.
Minimum Qualifications
  • Three (3) years of project or construction management or related experience.
  • Bachelor’s Degree in Architecture, Engineering, Building Construction, Business Administration, Public Administration or related field.

Or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class.

Preferred/Additional Qualifications
  • Public works administrative processes including: advertisement, bidding, award, bonding, insurance, payments and prevailing wages.
  • Researching, interpreting and applying State of Washington and local government public works statutes, codes, ordinances, rules, guidelines and best-practice policies pertaining to public works contracting.
  • Preparing or reviewing construction plans and contract documents for compliance with public works statutes, codes, ordinances rules guidelines, requirements and best-practice policies.
  • Familiarity and experience with standard construction industry operations and practices in the context of public works contracting.
  • Detail-oriented and analytical environment experience.
  • Working successfully in a fast-paced, customer service environment.
  • Working in a political and policy-driven environment.
Work Environment

This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

This position is classified as a Capital Project Coordinator. It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $55.96 - $65.41 per hour.
