Overview
The Seattle Police Department is looking for a Lead Intelligence Analyst (Ord.
Title:
Strategic Advisor 2, Exempt) to join its Homeland Security division. This position will be a high-level liaison between the state and federal intelligence community, first-responders, public/private sectors and local, regional and statewide law enforcement entities to facilitate a coherent, relevant and shared-knowledge environment. The position’s efforts and work products will strongly influence the nature and scope of public safety prevention and response programs and impact the conduct of multiple City agencies, such as Health, Fire, Utilities, etc.
This position will serve as a technical expert in the field of intelligence analysis, including collecting, evaluating, collating, analyzing, disseminating and re-evaluating information on suspected criminals or criminal organizations involved in terrorist precursor crimes, which include organized crime, financial crimes and drug trafficking.
- Conduct analytical research to meet identified need of the City of Seattle, senior government executives and regional partners.
- Oversee independent contract analysts throughout the state.
- Summarize reports and extract essential information received from all available sources.
- Analyze intelligence information and other resources related to terrorist and/or organized crime groups.
- Prepare written threat assessments.
- Develop contacts and positive working relationships within law enforcement and homeland security communities as well as within general public and private sector.
- Identify and remedy information gaps.
- Develop and deliver customer specific presentations.
A Master’s or Doctoral level degree in intelligence collection/analysis and significant multi-faceted program management experience (minimum of 15 years in an analytical position).

Desired Qualifications- Comfort with and demonstrated ability with statistical analysis and familiarity with general research methodologies.
- Strong critical thinking skills.
- Education or certificate in crime analysis.
- Experience with analytic data visualization tools, e.g., Tableau, Power BI, ArcGIS, etc.
- Knowledge of statistical techniques and software, e.g., SPSS, R, Stata, Python, etc.
- Presented on analytic topics or defended research and analysis in an academic or professional setting.
- Member of an academic or professional association.
- Must pass a Seattle Police Department background investigation.
- This position must complete Washington State Criminal Justice Training Commission Intelligence School, FIAT (Foundations of Intelligence Analysis Training) within timeframe.
- Ability to obtain “top secret” clearance.
- Must have a valid Driver’s license.
- This position is onsite, Monday through Friday. Individual schedules will be based on an agreement between the employee and their supervisor.
- This position may be subject working weekends and evening shifts, including mandatory overtime.

The full salary range for this position is $56.57 - $84.88 per hour. This is a full-time (1.0 FTE) regular position with full benefits, is FLSA exempt (not eligible for overtime), and falls under the discretionary pay band (for additional information, please visit Personnel Rule 3.2 - Accountability Pay for Executives Pay Program).
