We’re seeking a Senior Policy Manager who plays an integral role in advancing better oral and overall health outcomes by advocating for public policy that supports our mission. In this role, you’ll promote the company’s values and objectives, build strategic relationships with policymakers, regulatory leaders, and government program partners, and drive policy development and dialogue in Olympia and Washington, D.C.

The pay range for this position in Western Washington varies between $109,000 – $171,200. Washington Dental Service and its affiliates, including Arcora Foundation, Delta Dental of Washington, and Tri Forza Corp. intends to offer the selected candidate a base pay within this range, dependent on job‑related, non‑discriminatory factors such as experience. Base pay will also be adjusted based on the candidate’s geographic location.

Responsibilities
  • Manage and develop the Policy team by defining priorities, organizing work, and providing guidance on training, performance management, and professional development.
  • Strengthen policy development by challenging existing approaches and introducing new, innovative strategies.
  • Advise and consult with leadership on annual policy objectives and lead execution of the strategic policy plan.
  • Internally socialize and execute public policy strategy to support corporate business goals and objectives.
  • Manage relationships and execution of corporate lobbying assets on corporate and strategic policy objectives.
  • Develop key policy relationships, alliances, and partnerships to support both broad and targeted policy.
  • Foster positive collaboration with Arcora policy team on aligned policy initiatives that support WDS Mission objectives and improved population health in Washington.
  • Promote positive image of Delta Dental of Washington with lawmakers and regulators in the policy environment in Olympia and Washington DC.
  • Support the political contributions strategy for state and federal candidates, including managing the federal PAC and engaging with board and foundation members.
  • Serve on statewide oral health groups, coalitions or other stakeholder groups.
Qualifications
  • Ability to guide, support, and develop team members through mentorship, training, and performance feedback to foster growth and improvement.
  • Eight plus years of experience working in WA State legislative and policy environment or equivalent setting.
  • Proven track record to develop and manage complex partnerships and multiple work streams simultaneously in WA state legislative or policy ecosystem.
  • Demonstrate knowledge of interaction and systematic symmetry between state and federal government, program dependencies and ways to leverage interactions to the benefit of corporate priorities.
  • Understanding of societal and system factors that contribute to inequities in healthcare and policy-focused approaches to address health disparities.
  • Ability to effectively engage and collaborate with diverse teams, fostering a culture of allyship and inclusivity.
  • Excellent written and verbal communication skills, including public speaking, developing and providing legislative testimony and the drive to empower partners through various channels, internally and externally.
