This Fiscal Analyst 4 (FA4) serves as a principal assistant to the Employee and Retiree Benefits (ERB) Administrative Accounting Unit Supervisor. This position supports the agency’s mission by providing assurance that financial transactions have been reviewed for accuracy, completeness and recorded accurately in financial records and statements.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

About the division

The Financial Services Division (FSD), in collaboration with other Health Care Authority (HCA) divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $14.5 billion annual budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.

This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.

About the position

This position is responsible for processing Public Employees Benefit Board program payments and accounting adjustments; reviewing and analyzing monthly general ledger balances related to PEBB accounts payable; and the design and maintenance of financial status reports for management. This position independently plans, coordinates and conducts financial review and analysis of general ledger data, ensuring PEBB revenue is expended in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.

This position is eligible to telework but is required to report on-site 2 days a week during training and occasionally to meet business need after. The default assigned work location of all Health Care Authority (HCA) positions – both on‑site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs.

HCA has currently suspended the ability to support out-of-state telework.

Some of what you will do
  • Independently analyze and reconcile general ledger accounts monthly for Public Employee Benefits Board (PEBB) funds. Makes recommendations regarding fiscal controls and adequacy of appropriations; develops fiscal procedures and accounting systems.
  • Establishes, integrates, and maintains accounting sub‑systems and methods; review internal policy for compliance with OFM standards and procedures.
  • Process payments, research and record cash receipts, and create journal entries as needed. Monthly, transfer money between PEBB funds based on allotments and cash flow, making adjustment recommendations to budget based on actuals vs allotments.
  • Participate in fiscal year closing activities to ensure financial records are recorded in the proper fiscal year. Yearly, working with PEBB program and IT staff, coordinate the retrieval of member detail, validate results, and provide
    1099s to PEBB members based on federal tax rules for insurance coverage.
  • Provide customer service to PEBB members regarding 1099s. Reviews the fiscal status to assure accuracy of expenditures and adequacy of allotments, identification of potential problem areas and alternative methods.
  • Design and maintain financial status reports, related to accounts payable functions, for the PEBB program as required for effective accounting and management practices.
  • Provides verbal and/or written comments and recommendations regarding new or revised agency policies or procedures to ensure billings and receivables are accurately recorded, improve processes, and ensure agency policies and procedures comply with OFM regulations.
