Overview

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.

DCHS is seeking FIVE (5) detail‑oriented and agile finance professionals to serve as Business and Finance Officer II's (BFO II's) within the Director’s Office Finance, Accounting, and Compliance Services team.

This recruitment is being used to fill up to five (5) positions – two (2) Career Service positions and three (3) Term-Limited Temporary (TLT) positions, anticipated to last 24 months (2 years) from start date. If filled by a King County employee who has passed their initial probation, the TLT will be filled as a Special Duty Assignment (SDA).

Career Service Positions

The two (2) career service BFO II roles will perform day-to-day accounting, budget, and finance functions that support contracting, invoicing, data integrity, and financial management for programs for the Children, Youth, and Young Adults Division (CYYAD) programs. CYYAD manages the Best Starts for Kids (BSK) levy
, the Puget Sound Taxpayer Accountability Account (PSTAA) revenues, and Education and Employment Resources (EER) funds.

Term-Limited Temporary/Special Duty Assignment Positions

The second three (3) BFO II roles will be Special Duty/Temporary Limited Term (TLT) positions that are anticipated to last 24 months (2 years) from the start date. These roles will perform day-to-day accounting, budget, and finance functions that support contracting, invoicing, data integrity, and financial management for programs for the Adult Services Division (ASD) programs. ASD manages the Veterans, Seniors, and Human Services levy (VSHSL), the Veterans Relief Fund (VRF), and the Community Service Operating (CSO) funds.

Responsibilities span from accounts payable and receivables management, cost allocation, accruals, cash management, budgeting, expense reviews and approvals (desk monitoring), contracting setup, and continuous quality improvement to strengthen financial processes.

Minimum Qualifications
  • Perform a variety of accounting tasks such as invoice review and reconciliation, year-end close accruals, accounts payables and receivables processing, cost allocation, journal entry, and PA-GL reconciliation.
  • Support supplier and contract setup activities such as ACH verification, invoice and reporting template creation, and finance tab completion and contract review in the DCHS Agiloft contracting and invoicing system.
  • Perform fund management tasks, such as budget monitoring, cash flow tracking, interfund transfers, and reviewing expenses for allowability.
  • Collect, retrieve, and analyze financial information to support fund management activities. Create and manage spreadsheets to improve the gathering, reporting, and analysis of financial information.
  • Manage financial records to support audit and other reporting requests.
  • Perform other related duties as assigned.
Qualifications
  • Bachelor's Degree in Accounting, Finance, or a related field and/or any combination of education & experience that demonstrates the ability to perform the essential functions of the position.
  • Minimum two (2) years of financial accounting experience.
  • At least one (1) year of experience evaluating expenditures for allowability and financial compliance.
  • Working knowledge of Generally Accepted Accounting Principles (GAAP);
    Generally Accepted Auditing Standards (GAAS) and Government Accounting Standards Board (GASB). Demonstrated ability to evaluate expenses for allowability, allocability, and reasonableness.
  • Knowledge of and skill in applying various financial and accounting principles, practices and methods.
  • Skill in creating spreadsheets and simple pivot tables;
    Intermediate skill in Excel.
  • Experience with accounting oversight and improvements.
  • Ability to work collaboratively with Finance and Accounting teammates, program managers, and external providers to secure integrated work products.
