Position: Cash Management and Banking (Business and Finance Officer II)

Summary

King County’s Finance and Business Operations Division (FBOD) is seeking a Business and Finance Officer (BFO II) – Cash and Bank on the Banking, Accounting, and Revenue Collections (BARC) Team. The Treasury Section of FBOD performs treasury functions for King County government and over 100 special purpose districts where King County serves as treasurer. The BARC Team administers the master banking services contract, oversees treasury management requests, performs cash management, warrants redemption, bank account reconciliation, and collects, deposits, reconciles, and distributes property tax payments of over $7 billion per year.

We seek a candidate with experience in commercial banking and treasury management, practical accounting skills, and system savviness. Ideal candidates possess strong leadership, teamwork, and exceptional customer service skills to internal and external customers.

Scope of

Job Duties
  • Coordinate banking and treasury management activities with the county’s banking contractor on behalf of King County agencies and special purpose districts, including opening and closing bank accounts, adding or removing services, and implementing changes to business processes (e.g., remote deposits, payee positive pay).
  • Lead treasury cash management operations, including outgoing electronic transfers and warrant redemption and validation processes. Serve as a mentor and escalation point.
  • Act as SME for the customized Oracle EBS Cash Management Module; investigate, troubleshoot, document system problems, and work with developers on system updates.
  • Perform daily, weekly, and monthly tasks related to the Oracle EBS Cash Management module.
  • Respond to inquiries from internal and external auditors regarding cash management processes and procedures.
  • Interpret and implement federal, state, and local laws, policies and procedures related to cash management, banking, and accounting.
  • Review and release electronic transfers (ACH, wire, book transfers) as backup to the supervisor.
  • Provide back‑up support for the accounting team, including reviewing reconciliations and approving journal entries.
  • Identify and implement improvements to treasury processes and strengthen internal controls.
  • Perform other duties as assigned.
Minimum Qualifications
  • Experience and practical knowledge in treasury operations, commercial banking, cash management, accounts receivable, accounts payable, or related functions.
  • Proficient with core and customized functionality of financial management systems, such as Oracle EBS Cash Management Module.
  • Advanced Microsoft Excel skills, including building macros to automate manual processes.
  • Experience as a team leader or supervisor; demonstrated ability to motivate, deliver feedback, and enable staff.
  • Ability to work independently and collaboratively as part of a team; willingness to learn new tasks.
  • Strong communication, interpersonal, writing, and customer‑service skills.
  • Intermediate technology proficiency using MS Office tools.
  • Ability to manage time and adapt to changing priorities, work on multiple projects, meet deadlines, and produce quality work products.
  • Ability to work with people from diverse backgrounds.
Preferred Qualifications
  • Knowledge of King County programs, funding sources, accounting structure, policies, and audit requirements.
  • Experience in corporate or commercial banking for a large financial institution.
  • Experience in a large complex government organization in treasury or cash management capacity.
  • Experience with LEAN processes and principles.
  • Experience with SharePoint, MS Teams, and other collaborative online tools.
Position Information
  • Work Site:
    Hybrid model with days in the office and telecommuting; primary onsite location King Street Center, 201 S. Jackson, Seattle, Washington 98104.
  • Location Requirement:
    Must reside in Washington state within reasonable distance to King County worksite.
  • Work Schedule:

    Exempt, 40‑hour workweek, 8:00 a.m.–5:00 p.m., Monday–Friday, bi‑weekly payroll on Thursday.
  • Union Representation:
    Position is 117 represented.
