The Department of Human Resources (DHR) has an outstanding opportunity for adetail-oriented and resourceful financial professional to join the Finance section within the Director’s Office as a Business and Finance Officer IV (BFO IV).
Reporting to the Chief Financial Officer (CFO), the BFO IV plays an important role in the department's financial policy development, rate setting, and strategic long-range financial planning. The BFO IV is a key contributor to the departmental budgeting process, and the development and implementation of financial plans to align with DHR's strategic vision. In addition, the BFO IV works with the CFO, who manages the department financial and accounting functions in accordance with King County's enterprise-wide financial management policies, procedures, and systems.
This role will also assist with the management of a complex Employee Health Benefits Program Fund in a highly unionized environment, assuring regulatory compliance of a self-insured benefit plan, as well as the management of the Workers’ Compensation Fund. This is an exciting opportunity for someone to expand their knowledge and experience in Budgeting, Finance, and Accounting.

- Be responsible for day-to-day fiscal and accounting processes for the department following the accounting principles and internal controls.
- Work on biennial budget development and monitoring, and grants management.
- Work closely with division leadership on financial monitoring of various programs.
- Develop quantitative analyses and financial modeling for potential changes in funding; make recommendations based on findings.
- Participate as a member of the Extended Management Team to develop and implement the department's strategic direction.
- Develop, recommend, and implement the department rate-setting process. Work with department CFO, County leadership and staff in the analysis and evaluation of rate proposals.
- Prepare the department and respective division financial plans and programs. Make recommendations about funding allocations and opportunities to improve efficiency and reduce risk.
- Assure preparation of clear and accurate financial status and progress reports.
- Assume CFO’s responsibility when the CFO is absent.

- Bachelor's degree with significant accounting coursework and five years increasingly responsible experience in budgeting, accounting, and financial analysis, OR
- Any combination of education and experience that clearly demonstrates the ability to perform the position duties.
- Experience in financial management leadership, including a track record in large complex organizations.
- Knowledge of current standards and developing trends in public sector budgeting, government fund accounting, managerial and financial accounting, including Generally Accepted Accounting Principles, Governmental Accounting Standards Board, and federal and state grant accounting and reporting.
- Ability to anticipate and plan for future strategic and business needs, including the assessment of financial implications and tradeoffs.
- Commitment to Equity and Social Justice and pursuing changes to policies and practices that address systemic racism and inequities.
- Experience with auditing and working with federal, state, and local auditors to resolve issues successfully.
- Ability to effectively communicate complex financial information to a variety of internal and external audiences, including briefing senior level management.
- Clear and effective verbal and written communication skills with the ability to communicate with individuals at all levels both internally and externally.
- Knowledge of public administration, government contracting, and personnel administration.
