What's the Opportunity?Lead project teams in the development and implementation of strategies related to the evaluation and protection of cultural and tribal resources in compliance with applicable federal, state, and local regulations. In this role, you will oversee cultural resources specialists who are preparing and implementing cultural resources planning and compliance documents for archaeological surveys, monitoring, inadvertent discovery plans, impact analysis and mitigation.
This role also includes interfacing with clients, agencies, and other consultant teams to help identify, win, and develop important projects focusing on the West Coast.
Responsibilities- Provide guidance and direction to Anchor QEA project managers and the cultural resources team on the approach to addressing cultural resources for individual project assignments.
- Lead and contribute to federal consultation efforts under Section 106 of the National Historic Preservation Act and support related environmental review efforts (e.g., the National Environmental Quality Act [NEPA], the Washington State Environmental Policy Act [SEPA], and/or the California Environmental Quality Act [CEQA]).
- Communicate with clients, agencies, and other consultants to support regulatory processes associated with cultural resources studies, impact evaluations and consultations.
- Act as the primary interface with clients, agencies, and other consultant team members regarding project strategies, technical approach and implementation.
- Develop and manage project scopes of work, budgets, and schedules.
- Contribute meaningfully to Anchor QEA's business pipeline by leading or supporting competitive project pursuits, helping develop growth strategies, and serving as a subject matter expert on proposals, where applicable.
- Manage a growing team of cultural resources specialists, including mentoring and supporting staff development.
- Master's degree or higher with 15+ years of relevant experience, preferably including environmental consulting experience
- Meets the U.S. Secretary of the Interior's Professional Qualifications Standards for one or more historic preservation discipline
- Experienced in developing and overseeing preparation of environmental documentation related to:
- Cultural resource inventory methodology and implementation
- Cultural resource eligibility and effect recommendations to support state and federal consultations
- Environmental impact evaluations for state and federal actions (e.g., as required by NEPA, SEPA, and/or CEQA).
- Programmatic Agreements or Memoranda of Agreement prepared under Section 106 of the NHPA
- Correspondence to agencies, tribes, and additional consulting parties under Section 106 of the NHPA
- Experience managing projects and leading teams of people
- Excellent written and verbal communication
- Able to effectively balance workload to accommodate project schedules and deliverables
- Experience in leading proposals for competitive pursuits of new projects

Salary and Other Compensation- Salary Range: $156,00 - $177,000
