About the OpportunityThe Department of Natural Resources (DNR) is looking to hire a Surface Mine Reclamation Specialist/Environmental Specialist 3, a field-based position with intermittent telework and office work, to administer the Surface Mining Act (RCW 78.44) and related regulations across northwestern Washington.
Responsibilities- Inspect surface mines for compliance with the Surface Mining Act, WAC 332-18, approved reclamation permits and plans.
- Evaluate and adjust performance securities to mitigate Department liability.
- Respond to requests for technical assistance from permit holders, miners, consultants, and the general public.
- Collaborate with the Program’s Regulatory Geologists, Assistant Director, and administrative staff to prepare and deliver enforcement actions.
- Conduct field inspections (75% field, 25% office) in all weather and terrain conditions; perform preliminary evaluations of slope stability and erosion hazards.
- Prepare reports, letters, and other documents using Microsoft Office.
- Maintain accurate records and comply with applicable laws and public records retention requirements.
- Bachelor’s degree in geology, engineering geology, hydrogeology, or related field; or equivalent combination of education and experience.
- Mining‑and‑reclamation‑related field experience, including identification of slope stability, erosion hazards, and hazardous mineral potential.
- Proficiency with Microsoft Office, GPS, clinometer, Apple iOS, rangefinder, and other field equipment.
- Experience using ArcGIS.
- Strong knowledge of geological principles and mining activities.

- Field work 75%, Office 25% – ability to work in uneven terrain and all weather conditions; year‑round active surface mine inspections.
- Up to 4 overnight travel per month within coverage area or for trainings.
- Valid driver’s license, 2+ years driving experience; license must not be suspended or restricted.
- Driver’s record from all states held in past 3 years required for finalists.
- License to practice geology, engineering geology, and/or hydrogeology in Washington (LG/LEG/LHG).
- Proficiency with ArcGIS (additional).
- Public outreach and regulatory/compliance experience.
