Summary

King County Metro Transit’s Rail Division is looking for an outstanding people and process leader to fulfill the role of Administrator IV. This Administrator IV will be charged with overseeing a variety of business, financial and analytical services for the Rail Division. The position will also be responsible for communicating effectively with diverse stakeholders across the division, working collaboratively with leaders, finance, and administrative staff, employees, and Sound Transit to provide strategic planning and support for business and financial management.

This leadership role requires the ability to communicate effectively with diverse stakeholders, proactively solve problems, create and implement efficient business and financial policies and procedures, and motivate and unify through building mutual respect and trust. The ideal candidate will be skilled in navigating an ambiguous work environment and be able to manage multiple, competing priorities to successfully deliver a large body of work in a fast‑paced environment.

Metro Transit’s Link Light Rail Expansion

Metro Transit's Rail Division manages and maintains Sound Transit's Link Light Rail service, which currently spans a 24.5‑mile route from Angle Lake to Northgate and a 6.6‑mile route from Redmond Technology to South Bellevue. By the end of 2026, the Light Rail is projected to expand to nearly 60 route miles, including an additional 11 new stations. These rail services complement Metro’s expensive fixed‑route bus system and mobility services.

Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.

Position Information

This recruitment will be used to fill one (1) Career Service vacancy and may be used to establish an eligibility list to fill future openings in this classification over the next year (12 months) and will be utilized at the discretion of the hiring authority.

Job Duties

Develop And Deliver Clarity For Financial And Business Policies And Procedures For The Division In Partnership With King County Metro Finance & Administration Division, Employee Services And Sound Transit Personnel Through The Following
  • Perform a key internal control and management role as the Pcard Coordinator in the administration of the department's Procurement Card Program.
  • Act as consultant and primary advisor to all levels of management across the Rail division on financial, budget and Third‑Party Contract needs and functions.
  • Serve as an expert technical resource for cross‑functional, inter‑departmental projects and project teams related to financial and business needs and functions.
  • Assist Rail section and divisional leaders with questions regarding financial policies and procedures; provide information and process clarity on budgeting, purchasing, and other supported administrative topics.
  • Create operational guidelines to clarify procedures for the assigned staff this position oversees.
Develop consistent business practices from Business and Administration through the following
  • Lead a team of Administrator IIIs and Ills, Contract Specialists and BFO’s in the Business and Administration Section, help develop, mentor, and motivate employees, helping them to recognize the important role they each play in achieving the overall agency goals and empowering them to perform accordingly.
  • Develop a training plan for the Administrator II and BFO II classifications; create a plan for assigning coverage.
  • Coordinate the creation of Rail Handbooks for the Administrator II & Ill and BFO II; drafting standard practices and processes for standards and future training.
