Position Description

SDOT’s Contracts team is looking for an experienced and detail‑oriented Senior Contracts Specialist (Senior Project Funding & Agreements Coordinator) who will support SDOT’s consultant contracting needs as we continue to execute on the $1.55 billion Move Levy passed by voters in November 2024. Reporting to the Contracts Manager within the Contracts & Procurement group, the position will work across the entire department of transportation and collaborate with staff from other city departments on a variety of consultant contracting tasks.

SDOT’s consultant contracting needs currently exceed $82 M in active contracts, with over 553 consultant contract documents that required action last year. The role focuses on consultant professional services and does not involve grants contracts, purchasing procurements, or public works construction contracts.

Job Responsibilities
  • Develop, draft, and execute consultant contracts, amendments, and work authorizations.
  • Develop, draft, and manage competitive requests for qualifications (RFQs).
  • Oversee and facilitate the full life cycle of consultant selection from solicitation to contract execution.
  • Provide strong customer service and subject‑matter expertise to project managers initiating contracts.
  • Use citywide contract management tools—including Masterworks, People Soft 9.2, Laserfiche, and the SDOT Consultant Contract Database—to input and track contracts.
  • Advise and train staff and consultants on City, State, and Federal contracting policies and best practices, focusing on ethical practice; research laws, regulations, and respond to questions.
  • Perform independent assignments while collaborating within the Contracts Team to advance work.
  • Support City and department goals in promoting diversity and social justice by advancing the City’s Women‑and Minority‑Owned Business Enterprise (WMBE) initiatives, Federal Disadvantaged Business Enterprise program (DBE), and Small Business Enterprise (SBE) program.
  • Participate in ongoing improvements to policies, procedures, forms, templates, and training materials.
Qualifications

Minimum Qualifications Education
  • Bachelor’s degree in business, public administration, finance, economics, or another related field.
Experience
  • Three (3) years of professional experience running government consultant contract solicitations, writing consultant contract documents, project management, grant administration, inter‑agency agreements, contract administration, or related work.

OR:
An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Strong candidates may also have some of the following experience:

  • Previous experience with public‑sector consultant contracting, including regulatory agency policies and procedures.
  • Demonstrated capability to actively manage multiple contract assignments and processes at once in a fast‑paced environment.
  • Intermediate experience with Microsoft Office Suite (Outlook, Word, Excel, Access), SharePoint, and Adobe Sign.
  • Excellent organizational skills.
  • Comfortable leading meetings and guiding others, including higher‑level managers, through the contracting process.
  • Strong oral and written communication skills to a broad range of professionals.
  • Demonstrated customer service ability and collaboration in diverse work environments.
  • Strong attention to detail and ability to follow through on commitments.
  • Ability to work independently and as part of a team.
  • Ability to work effectively in a multicultural workplace with a diverse customer base.
Other Requirements Work Environment / Physical Demands
  • Hybrid work environment; a minimum of 3 days per week in the downtown City office and 2 days from home. The position works a regular 40‑hour week. Return‑to‑office protocols are subject to change at the direction of the Mayor’s Office and SDOT leadership.
