DSHS ESA Management Analyst 3 - WA Migrant and Asylum‑Seeker Support Analyst
DSHS ESA CSD Office of Refugee and Immigrant Assistance (ORIA) is seeking a Management Analyst 3 to join our team in Seattle, WA. The goal of ORIA is to help refugees and immigrants achieve economic stability and integrate into Washington communities. This role works with ORIA leadership and the Washington Migrant and Asylum Seeker Supports Project team. You will report directly to the ORIA Project Administrator.
This position provides technical, analytical and management support through data review, report analysis, deliverables tracking and documentation and by supporting contract monitoring activities. The position will also track the progress of reaching the goals and objectives of the project.
Work Schedule:Monday through Friday, 8:00 a.m. to 5:00 p.m, Hybrid.
King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.
Some of what you'll do:- Provides technical and analytical support to the WA MASS team related to project implementation, and oversight activities.
- Utilizes project management and tracking tools to monitor progress toward project deliverables, goals and objectives.
- Review and analyze monthly and quarterly reports and support validation of reported activities, deliverables, and performance outcomes.
- Utilize process improvement methods to support the collection, organization, and analysis of projection information.
- Develops and maintains internal tracking tools, reports, and quality assurance documentation to identify trends, monitor program efficacy and policy compliance.
- Conduct on‑site monitoring and desk reviews to ensure contractors are compliant with contract terms and conditions and to identify trends for enhanced technical assistance and support.
- Provide consultation, training, and oversight for current ORIA contracted providers, as well as training to staff at contracted organizations.
- Supports coordination with community‑based organizations by assisting in creating strong collaborative relationships to ensure successful execution and delivery of services.
- At least two years of professional experience providing services to refugees and immigrants and/or administration of services within an organization serving refugees and immigrants.
- Experience working for or in partnership with culturally specific organizations.
- Experienced in researching, interpreting, and analyzing policies, laws, rules, and regulations.
- Skilled in data monitoring, interpreting complex datasets, and identifying areas for quality improvement.
- Strong written and verbal communication skills with the ability to present complex information clearly to diverse audiences.
- Detail‑oriented and analytical, with proven problem‑solving, evaluative thinking, and process improvement abilities.
- Proficient in Microsoft Office tools and data systems, with a strong focus on data accuracy and quality.
- Demonstrated ability to work independently and collaboratively, managing multiple priorities effectively.
- Recognized for providing technical assistance, identifying training needs, and ensuring compliance with performance standards.
Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.
AND
Three years of experience conducting research and analyzing policies, laws, rules, regulations or comparable combination of graduate education and experience.
Professional experience may substitute year for year for education.
