King County Metro Transit’s Rail Division is looking for an outstanding people and process leader to fulfill the role of Administrator IV
.
This position will be charged with overseeing and managing the administrative team, improving the overall administrative processes, procedures of the Rail Division and creating clarity for the Division by developing standard administrative work practices. The incumbent will be responsible for communicating effectively with diverse stakeholders across the Division, working collaboratively with King County leaders, administrative staff, employees, and Sound Transit to provide administrative policy direction.
This leadership role requires the ability to communicate effectively with diverse stakeholders, to proactively solve problems, to create replicable administrative processes and procedures for the Division as well as the ability to motivate and unify administrative employees through building mutual respect and trust. The ideal candidate in this position will be skilled in navigating an ambiguous work environment and be able to manage multiple, competing priorities to successfully deliver a large body of work in a fast‑paced environment.
AboutMetro Transit’s Link Light Rail Expansion
Metro Transit's Rail Division manages and maintains Sound Transit's Link Light Rail service, which currently spans a 24.5‑mile route from Angle Lake to Northgate and a 6.6‑mile route from Redmond Technology to South Bellevue. By the end of 2026, the Light Rail is projected to expand to nearly 60 route miles, including the additional 11 new stations. These rail services complement Metro's expensive fixed‑route bus system and mobility services.
Puget Sound transit agencies are collaborating to create an integrated transit network that enables people to travel farther, faster, and more easily.
This recruitment will be used to fill one (1) Career Service vacancy and may be used to establish an eligibility list to fill future openings in this classification over the next year (12 months) and will be utilized at the discretion of the hiring authority.

, you will:
- Develop and deliver clarity for administrative policies and procedures for the division
- Act as a consultant and primary advisor to all levels of management across the division on administrative needs and functions.
- Serve as an expert technical resource for cross‑functional, inter‑departmental projects and project teams related to administrative needs and functions.
- Help Rail employees with questions regarding KC policies and procedures; provide information and process clarity on HR, payroll, purchasing, grievance tracking, and other administrative topics.
- Create operational guidelines to clarify administrative procedures for the division.
- Oversee division records management practices and retention schedule; update practices and filing systems as needed; and create new records filing systems as needed (electronic and physical).
- Guide process improvement teams in the use of administrative data and other information to assess and understand issues, evaluate options, and make decisions.
- Visualize data for decision making by utilizing tools such as Power BI, Excel and PowerPoint.
- Assist in data collection, analysis, and make recommendations for improvements and develop new process procedures.
