The candidate of choice must be comfortable working in a Prison environment as you will be required to work in facility daily.

The Washington State Department of Corrections is seeking a motivated and critical thinking team player to join the Washington State Penitentiary (WSP) team as a Fiscal Analyst 1! The goal of this position is to ensure the accurate and timely management of agency resources by performing general fund accounting and reconciling general ledgers accurately and timely.

The candidate of choice must be able to adapt quickly to changing daily tasks and deadlines. As an FA1, this position is responsible for a multitude of tasks including local fund and general accounting activities to include daily deposits, journal vouchers, general ledger and purchase card reconciliations.

This position has a wide array of duties which include preparing incarcerated individual gratuities on a schedule established locally and participating in active communication ensuring timely information sharing with customers.

This position requires a high level of customer service and communication, including participating in local team meetings, fostering ethical and professional workplace relationships, building positive relationships with counterparts at other facilities to ensure consistent best practices, and actively sharing timely information with customers, including custody staff, regarding potential security issues.

As a Fiscal Analyst 1, some of your duties will include:

• Local Fund Accounting which could look like:
  • Preparing monthly fiscal statements and reports in accordance with GAAP
  • Accurately and efficiently processing deposit and withdrawal activity for locally held accounts
  • Preparing and processing accounting entries
  • Preparing monthly local fund financial reports, prepare and produce payment for local fund liabilities owed to the Department and other local funds, State of WA, and external entities to include other-State/Federal/County agencies and the courts.
  • Applying policy 200.000 guidelines to payment of outstanding department debt and deductions from incarcerated individual sub-accounts required by statute and prepare release check from incarcerated individual’s account
• General Fund Accounting which includes:
  • Recording and reconciling reimbursable activities and ensuring expenditures are cleared from the general fund by AFRS fiscal month close
  • Processing funds received to the General Fund account by using TMS and keying an A-8 into AFRS
  • Assisting the Local Business Manager (LBM) with minor tasks related to reconciliation of the general ledger accounts
  • Completing the fuel card audit
  • Coordinating with HQ Disbursement Unit to ensure timely payments

What we need (required qualifications):

• High School Diploma or GED
• Accounting 201 and Accounting 202 from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • Regarding Accounting 201 and Accounting 202:
    If incumbent has credits in one of the two required courses and is enrolled in the second course at the time of the interview, they will be allowed six months from date of hire to achieve the required credits in the second course. If credits in the second course are not achieved within six months of hire, it will be deemed a failure to successfully complete the review period.
• One (1) year of relevant experience

Relevant experience is defined as Fiscal Technician 2 or above level work

• Provided that a candidate possesses a degree focused on accounting or business management/administration:
  • An AA degree can be equivalent to 1 year of required work experience
  • BA degree or above can be equivalent to 2 years of required work experience

• Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements
