SUMMARY OF THE POSITION

Under the direct supervision of the Vice President, the Regional Director assists in ensuring that JSCo provides high‑quality property management services. The role involves implementing directives, achieving property goals, supervising operations of designated properties, formulating operating procedures, and overseeing adherence to them.

PRIMARY JOB FUNCTIONS
  • Demonstrates a comprehensive knowledge of Affordable Housing regulations and acts as a resource to the owner, Senior Regional Manager and Regional Manager.
  • Stays abreast of legislation, regulations and issues that may impact property management operations; interfaces with government regulatory agencies and ensures regulatory compliance.
  • Assists in developing and maintaining compliance and system standards, including document management system.
  • Assists in monitoring compliance with JSCo reporting, owner requirements and regulatory compliance.
  • Assists in updating, revising and developing forms, reports and manuals relating to property management issues and operations.
  • Oversees and/or collaborates in the completion of regular file audit inspections of selected portfolio properties to ensure they meet JSCo standards.
  • Attends industry meetings and other regulatory agency meetings as required.
  • Works with the direct report and other departments to plan new developments/lease‑ups, including budgets, marketing documents and online systems.
  • Develops policies and works on team‑building activities across the property management team.
  • Represents JSCo with lenders, investors, cities and other jurisdictions, facilitating communication and problem solving.
  • Consults with the Owner and Senior Regional Manager on acquisition, project design and property‑management issues during pre‑development and construction.
  • Works with the direct report to resolve communication issues with staff and residents.
  • Oversees the preparation of annual operating and capital budgets for the assigned portfolio and assists new staff in their preparation.
  • Conducts semi‑annual physical site inspections of the entire assigned portfolio.
  • Reviews audits of property administrative, accounting, and maintenance activities to ensure compliance with established policies.
  • Assists in providing accurate and complete reporting to agencies, lenders, partners and investors.
  • Works with various departments—including Resident Services, Accounting, Compliance, CMS, and Human Resources—in leadership roles.
  • Collaborates on team‑building activities to review NOI and ensure effective expense control and operating costs.
SUPERVISORY RESPONSIBILITIES
  • Directly supervises Property Managers, Senior Regional Manager and Regional Manager as assigned by the Vice President, performing hiring, training, performance appraisal, and disciplinary actions in accordance with organizational policies.
OTHER JOB FUNCTIONS
  • Assist in developing, implementing and maintaining internal controls and procedures to provide operational and fiscal control, cost savings, projections and effective utilization of assets.
  • Makes recommendations to improve marketing and leasing programs.
  • Reviews and improves marketing and public relations programs to ensure compliance with federal, state, local and regulatory requirements.
  • Attends meetings requested by regulatory agencies.
  • Promotes harmonious relations among residents, staff, vendors and the community.
  • Responsible for placing appropriate property insurance.
