Position: IT Business Analyst - Data & Analytics -  ITS

IT Business Analyst - Data & Analytics - ITS

As an IT Business Partner specializing in Data Quality & Training, you will play a key role in advancing the City’s commitment to data‑driven decision‑making and continuous improvement. You will advise service centers, assess needs, develop training programs, promote accurate data standards, and support data dashboards.

Responsibilities
  • Perform technical requirements gathering, use‑case discovery, and platform analysis.
  • Develop and maintain software requirements specification and architecture documents.
  • Serve as the primary day‑to‑day technical contact for assigned departments, processes, third‑party vendors, technology partners and internal stakeholders.
  • Moderate regular meetings with assigned departments and capture meeting minutes.
  • Collaborate with technical staff, other business analysts and appropriate leadership to develop estimates, solution design, and implementation plans.
  • Write and communicate product requirements effectively to developers, designers, and stakeholders.
  • Lead implementation, customization, and integration efforts for solutions.
  • Document best practices and contribute to knowledge sharing.
  • Identify and define integration points with third‑party solutions.
  • Define and document all tools and technologies used for implementation.
  • Work with vendor services for technology selection and implementation.
  • Monitor KPIs and derive insights from data to recommend improvements.
  • Identify process improvements for department offices using technology.
  • Perform problem analysis and recommend solutions.
  • Escalate issues to IT Program Manager, including recommendations on trade‑offs.
  • Prepare and deliver technical proposals and presentations to senior management.
  • Evaluate vendor documentation and technical requirements to estimate time and cost.
  • Maintain expertise in assigned technologies.
  • Use advanced analysis and problem‑solving skills.
  • Manage customer relationships to meet ITS expectations of satisfaction and quality.
  • Perform other related duties as assigned.
Qualifications

Bachelor’s degree in Computer Science, Computer Programming or related field plus at least four years of experience in project management, programming or business analysis, or an equivalent combination of education, training, and experience.

Strong technical analysis and learning aptitude. Experience defining business processes for technical solutions (business process mapping). Strong verbal and written communication, organizational, and problem‑solving skills. Good interpersonal skills with department staff. Ability to manage fast‑paced environments, prioritize, develop testing plans, and work in teams.

Preferred
  • Business Analysis Certification (IIBA, PMI)
  • Experience with IT projects
  • High standards in fast‑paced work environments
  • Sense of urgency and ability to define product benefits to non‑technical management
  • Experience with project management software
Additional Requirements

Valid state driver’s license with acceptable driving history.

Work Location and Hours

1000 Business Center Drive, Savannah, GA
8 am – 5 pm (may require evening work during outages)

Additional Information

Background investigation, supervised drug screen, pre‑employment medical screen, and verification of education, certifications, and licenses required prior to employment. Employees in their probationary period are not eligible to apply for other City positions until successful completion of the probationary period, unless approved by their Department Director.
