Western Canada Lottery Corporation (WCLC) is looking for an experienced Human Resources Business Partner (HRBP) to support our employees across Saskatchewan. This position is based in Saskatoon and requires regular, in-person presence to effectively support leaders and employees within the Video Lottery Terminal (VLT) Division. The Role

The role reports directly to the Director, Human Resources, and works in close partnership with the VLT Division Vice President and divisional leadership team. While the role reports into the HR function, success in this position depends on the ability to closely align HR priorities to divisional business objectives and support timely execution, in collaboration with divisional leadership and within corporate HR frameworks, policies, and practices.

This role is well‑suited to an HR professional who is comfortable working in a matrixed environment, values strong relationships, and brings sound judgment when balancing business needs with people practices.

Key Accountabilities & Responsibilities

  • Act as a trusted advisor to leaders, providing strategic and hands‑on HR support across the employee lifecycle.
  • Work closely with the VLT Division leadership team to align people initiatives with divisional business priorities and operational plans.
  • Partner with leaders on talent management initiatives, organizational design, performance management, engagement, and change initiatives.
  • Lead full‑cycle recruitment and support onboarding, development planning, and succession planning.
  • Provide guidance on employee relations matters, including investigations, discipline, and terminations, ensuring compliance with employment legislation.
  • Collaborate with HR team to develop and implement programs, systems, policy development, and continuous improvement initiatives.
  • Support compensation processes, including merit cycles, promotions, and workforce planning, using HR data and insights.
  • Support leaders and employees in managing accommodations and return to work plans.
  • Qualifications & Competencies

  • Bachelor’s degree or diploma in Human Resources, Business Administration, or related field.
  • 5–6+ years of progressive HR generalist experience, including advisory responsibilities.
  • Demonstrated ability to work effectively in a matrixed or shared accountability structures
  • Experience in at least one HR specialty area (e.g., employee relations, compensation, disability management, organizational development).
  • Hands‑on experience with compensation programs is preferred.
  • CPHR designation or working toward completion is an asset.
  • In‑depth knowledge of HR practices and employment legislation in Saskatchewan (experience across AB and MB is an asset).
  • Demonstrated success in build collaborative relationships across lines of business
  • Ability to manage multiple projects in conjunction with regular business activities

    Within WCLC, the Video Lottery Terminal (VLT) Division is responsible for delivering and supporting Saskatchewan’s VLT gaming environment. The division operates the provincial VLT program on behalf of Lotteries and Gaming Saskatchewan (LGS), ensuring VLT products and services are reliable, secure, and responsibly operated.
