The Ministry of Government Relations is responsible for municipal relations, building and technical standards, First Nations, Métis and northern affairs, and the Provincial Capital Commission. The ministry engages a diverse range of partners and stakeholders to plan for and respond to the opportunities and challenges of growth, provide leadership and direction so that integrated public services are available to communities and their residents, and support responsible governments.

The Opportunity

The Building and Technical Standards Branch of the Ministry of Government Relations is looking for a leader experienced in construction codes and technical safety standards. Motivated to take the next step in the development, adoption and implementation of codes and standards in Saskatchewan.

Our Candidate of Choice

Our ideal candidate will be self-motivated and experienced in the analysis and use of codes and standards, able to communicate with stakeholders effectively and deliver an advanced understanding of how the codes and standards fit with the government’s goals for a strong economy where citizens live in safe and well-governed communities.

Reporting to the Executive Director, the successful candidate will:

  • Lead review of changes to codes and standards, their impact on SK policy and programs and propose amendments for use in SK.
  • Review technical provisions of the Acts, regulations and standards under which TSASK provides services and assess the implications to SK's policy in the delivery of codes and standards.
  • Work with the Chief Codes Administrator as SK's delegate to the Canadian Board for Harmonized Construction Codes (CBHCC). The CBHCC answers to the Canadian Table for Harmonized Construction Codes Policy for the development and renewal of the codes on a five-year cycle.
  • Work as part of the SK's chief officials group responsible for building, energy, plumbing, boilers and pressure vessels, gas, electrical, elevators, fire and amusement rides to align codes and standards, limit conflicts and develop the larger technical safety system.
  • Support the Executive Director in his role as SK’s delegate to the Provincial-Territorial Advisory Committee (PTAC), a statutory committee of the Standards Council of Canada responsible for advancing standardization in Canada and is active in the implementation of domestic trade policy that improves investment, trade and labour mobility between provinces and territories using codes and standards consistently across Canada.
  • Typically, the knowledge and experience required to achieve the above is obtained through:

  • Several years of experience and demonstrated competency in the use and application of construction codes and technical safety standards.
  • Registered with or eligible for registration with the Association of Professional Engineers and Geoscientists of Saskatchewan and licensed to practice professional engineering.
  • Registered with or eligible for registration with the Saskatchewan Association of Architects and licensed as an architect in Saskatchewan.
  • An architectural technologist or equivalent registered with or eligible to be licensed by Technology Professionals Saskatchewan.
  • Supplemented with:

  • A building official licence with municipal, industry or government experience;
  • Training in the use and application of energy codes; or
  • Any combination of experience, competency and credentials noted above.
