The Development Services Technician performs routine paraprofessional work in support of the Planning & Building and Engineering Departments; processes applications for a variety of development and related permits; explains City code, policies, procedures and fees to the public; locates and retrieves records and information; researches land use information and histories; maintains the database of permits, receipts, plans, and other record documents;
performs general office support duties; and performs related duties as assigned.
This is a non-telecommuting position.
- Staffs the department’s public counter to ensure residents and developers are greeted and assisted in a timely manner;
- Acts as the department’s primary point of contact to assess resident and developer needs in order to determine what assistance is required and which codes and policies apply;
- Aids residents, contractors and developers with on-line permit applications;
- Responds to department phone and email inquiries in a timely manner to ensure customer concerns/questions are addressed at the initial point of contact, when possible;
- Tracks and routes projects in an electronic format;
- Reviews projects for completeness, accuracy and conformance to the City’s planning, zoning and engineering requirements to ensure divisions are receiving all necessary information to proceed with projects;
- Processes applications for simple permits (including minor encroachment, administrative sign, temporary use, temporary sign, simple engineering, retaining wall, and moving permits), inspections, or services for customers;
- Determines applicable charges due to the City for services such as building application fees, zoning application fees, and various construction fees;
- Prepares and logs receipts and billing to ensure accurate recording of payments, deposits and refunds for all divisions in the Planning & Building and Engineering Departments;
- Routes inquiries and plans to the appropriate staff member;
- Inspects project sites, collects field data regarding development issues in the Santee community to ensure the assigned staff member has accurate information to address the concern/issue;
- Prepares general department correspondence including zoning verification letters, impact fee estimates, notices of denial for business license applicants; and
- Performs other duties as assigned.

EDUCATION:Graduation from high school or equivalent supplemented by college level coursework in planning, engineering, drafting, construction technology or a related field, and
EXPERIENCE:Two (2) years of recent experience providing customer service at a public facing environment, preferrable at a front counter related to development processing, building and/or engineering, processing plan checks and permits, or equivalent responsibilities.
Public sector experience is highly desirable.
Experience in planning, engineering, GIS, or a related field is highly desirable.
Licenses and Certificates:Possession of a valid Class C California Driver's License with a safe driving record.

City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section ). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
