Overview
This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.
The Information Systems Department (ISD) has requested a department promotional certification to fill an ISD Human Resources Administrator position. Only qualified permanent and/or probationary ISD employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list.
The Civil Service title is Administrative Services Officer I.
- The ISD Human Resources Administrator is a member of the Administrative Division of the Information Systems Department and reports to the Administrative Services Officer II (ASO II).
- This position serves in a working supervisory role, providing direct supervision to four administrative staff, overseeing and coordinating administrative operations, including accounts payable, payroll, safety, facilities management, and general administrative services.
- They will also manage human resources functions such as recruitment, employee onboarding, and the administration of all employee leave programs.
- Additional responsibilities include participating in strategic planning initiatives for the Administrative Division, ensuring oversight and compliance with the department’s performance evaluation scheduling process, participating in countywide initiatives related to employee engagement and racial equity (including co-designing department-wide plans, new initiatives, and action steps), working closely with direct-report staff (providing daily guidance, direction, and support), making independent decisions regarding day-to-day operations (while consulting with the ASO II on structural team changes, job responsibilities, and staffing needs), and participating in disciplinary processes under the guidance of the ASO II.
/ Ideal Candidate
- Advanced knowledge of human resources functions and services, particularly within the County of Sonoma
- Training in effective communication, emotional intelligence, and racial equity foundations
- Experience in coaching and supervising a team, and the ability to build strong working relationships
- Intermediate MS Office skills, including Teams, One Drive, and Share Point
- Experience with Neo Gov, HRIS, UKG, and EFS
- Strong organizational, time management, and problem-solving skills
- The ability to work in a demanding, ever-changing work environment where priorities shift regularly
- A passion for working with people and contributing to a positive work culture by cultivating trust and teamwork
- Experience: Experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of progressively responsible experience in a professional, human resources, administrative or fiscal staff position would provide such an opportunity. Experience supervising professional, administrative or technical staff is desirable.
- Education: Academic coursework which would provide the opportunity to acquire the knowledge and abilities listed. Normally, coursework in public administration, business administration, management, accounting, statistics, human resources or closely related courses would provide such an opportunity.
- License: Possession of a valid driver s license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position. The position advertised on this announcement does not require possession of a valid California Driver’s License.
- Considerable knowledge of: principles and practices relating to modern budget, programs and systems management.
