Appraises real and personal property to determine fair value and assess taxes in accordance with prescribed schedules and established policies, procedures, regulations, statutes, guidelines, and applicable industry standards. Trains, oversees, and evaluates the work of Appraisers.
- Appraises improved and unimproved real and personal property, including residential and commercial, to determine fair value and assess property in accordance with prescribed schedules; analyzes real estate market activity in order to formulate market analysis; uses statistical measures to produce accurate appraisals; creates accurate and timely reports supporting the statistical evaluation of property; and conducts reappraisal process reviews, making adjustments as needed.
- Physically measures dwelling and calculates square footage of homes and establishes assessment; reviews property tax base; sketches improved property to calculate new square footage, inspects improvement condition in order to determine effective versus actual age of improvements.
- Researches warranty deeds, survey plats and real estate contracts to ensure correct property assessment; inspects property and considers factors such as location of property, building types, or replacement costs to render property appraisal.
- Conducts affidavit reviews as assigned; determines if field reviews are necessary; and adjusts accordingly.
- Determines the market trends for various sectors of real estate; conducts sale ratio studies and regression analysis methods to adjust neighborhood values; and assists in finalizing the values sent out in the annual notice of values.
- Establishes uniform neighborhood assessments; computes amount of taxes, write reports of applicable tax tables and writes reports of determinations for public record; checks structures to determine that measurements are correct; responds to property owner’s protests of assessments; prepares tax appeals; and schedules and conducts tax appeal hearings.
- Represents Santa Fe County at protest hearings; assists the public regarding property valuation procedures and general information; determines if property needs a field review; updates amenities, property characteristic forms, appraisal of property, and owner interview; prepares market analysis of comparable sales and produces a sales comparison; and assembles a protest package for the Santa Fe County valuation board for formal hearing.
- Distributes data entry to clerical personnel; assigns field Appraisers to review property records; and trains, oversees the work of, assists, and evaluates Appraisers.
- Knowledge of real estate and real estate appraisal methods; of math and geometric concepts; of computers and tables for calculating rates to value homes; of the state’s economy; and of New Mexico property tax statutes and laws.
- Ability to explain the intricacies of the appraisal process.
- Ability to focus on detail and ensure no mistakes in calculations by self and co-workers.
- Ability to independently plan, prioritize, and organize work; to present information clearly and concisely, verbally and in writing.
- Ability to establish effective and tactful working relationships with associates and the public.
- Ability to identify the grade of construction of homes for proper class assessment.
- Ability to train, guide, and evaluate the work of co-workers.
- Ability to handle confidential material in a trustworthy manner.
- Skilled in utilizing a measuring tape, laser, and camera; and in measuring and calculating angles for square footage.
- Skill in operating various word-processing, spreadsheets, database and other software programs in a Windows environment including Proval, Ascend, AS400, APPX document manager, APPX workflow Manager, and in Google Chrome, Maps, and Earth.
- High school diploma or equivalent plus any combination of college education or experience in real estate appraising, commercial property appraisal, real estate sales, working with deed/title examinations, business administration, business management, public administration or a related field, totaling four (4) years.
