The Bureau of Health Emergency Management (BHEM) is a part of the Center for Health Protection (CHP) within the Department of Health (DOH). We are responsible for planning, coordinating, and supporting the state's public health emergency preparedness and response efforts.
Why does the job exist?A Preparedness and Response Associate in the context of Biomedical Health Emergency Management (BHEM) would have a vital role in ensuring readiness and effective response to health emergencies. Their responsibilities might include Emergency Planning and Coordination:
Developing and maintaining emergency preparedness plans, coordinating with various stakeholders, and ensuring that plans are up-to-date and effective.
As a Preparedness and Response Associate, you will be an integral part of our organization s emergency management team, responsible for supporting the planning, coordination, and execution of preparedness and response activities. Reporting directly to the Grant Manager you will assist in developing, implementing, and evaluating emergency preparedness plans and protocols to ensure our organization s readiness to respond effectively to various emergencies and disasters.
This role requires a proactive and detail-oriented individual who can thrive in a fast-paced environment and collaborate effectively with internal and external stakeholders.
- Assist in the development and implementation of emergency preparedness plans, including emergency response procedures, continuity of operations plans. Collaborate with cross-functional teams to identify potential hazards, vulnerabilities, and risks, and develop mitigation strategies to enhance organizational resilience.
- Coordinate and facilitate training sessions, workshops, and tabletop exercises to enhance the preparedness and response capabilities of staff members and stakeholders. Evaluate training outcomes and identify areas for improvement, providing recommendations for refining emergency response procedures and protocols.
- Support the procurement, maintenance, and inventory management of emergency response equipment, supplies, and resources. Assist in coordinating logistics for emergency response operations, including the deployment of personnel, equipment, and resources to incident locations as needed.
- Maintain regular communication with internal stakeholders, including Bureau Leadership, emergency response activations, to provide updates on preparedness initiatives and ensure alignment with organizational goals. Collaborate with external partners, such as government agencies, non-profit organizations, and community groups, to strengthen collaborative relationships and leverage resources for emergency preparedness and response efforts.

Ideal Candidate- Knowledge of emergency management principles, best practices, and regulatory requirements, including FEMA guidelines and Incident Command System (ICS) protocols.
- Strong organizational skills with the ability to manage multiple projects simultaneously and meet deadlines in a dynamic environment.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders and communicate complex information clearly and concisely.
- Proficiency in Microsoft Office Suite and other relevant software applications. Experience with emergency management software (e.g., Readyop) is a plus.
High School diploma or Equivalency and two (2) years of experience in office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
EmploymentRequirements
Must possess and maintain a valid Driver s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Must be able to lift 50lbs.
Bargaining Unit PositionThis position is covered by a collective bargaining agreement, and all terms/conditions of that agreement apply and must be adhered to.
