Management
Directs review of subdivision plans/plats and master plans/development plans for residential and non-residential development requests, and ensures compliance with County and Extraterritorial Zone Code, the Sustainable Land Development Code, and established policies, procedures, requirements and regulations.
- Supervises staff, provides instruction to employees and support; plans and assigns work; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends disciplinary action; provides feedback on work performance for employees; participates in performance evaluations for employees.
- Ensures all division deadlines are met; assists and acts as a technical advisor to the Building and Development Supervisor; provides direct customer service to walk-in constituents, and completes associated duties as directed by their supervisor or the Land Use Administrator.
- Oversees the maintenance of accurate records, land use entitlements, and public documents.
- Reviews master plans, development plans, plats, special exceptions and other development permits and conducts site inspections to ensure compliance with County and local ordinances.
- Prepares and presents cases at public hearings; responds to enquiries from the public regarding development projects; demonstrates professionalism and effective communication skills related to public comment and controversial projects.
- Conducts reviews, prepares reports and assessments, and makes recommendations to zoning and development committees and commissions. Coordinates with other County departments and governmental agencies regarding pending land use applications. Issues development permits and performs administrative reviews of permit applications for liquor and other business licenses, special use, and film.
- Supports and trains Development Review Specialists, including reviewing and redlining applications.
- Assists in the development, interpretation, presentation and coordination of County land development policies; provides information to property owners, consultants, and other land development professionals regarding land use procedures and requirements.
- Must complete all training as designated or assigned.
- Performs other duties as directed or assigned.
Skills:
- Knowledge of land document terminology and issues; the principles and techniques involved in land development review.
- Knowledge of accepted practices and laws related to zoning, land subdivision, control and land use; the methods of statistical analysis and evaluation of research data; and other aspects of land use planning, architecture and civil engineering.
- Skill in training, supervising, and evaluating assigned personnel.
- Ability to read and interpret maps, site plans, development plans, construction improvement plans and survey plats.
- Ability to communicate effectively both verbally and in writing; use drafting instruments, GIS, Computer aided drafting (CAD); operate various word-processing, spreadsheet, presentation, and database software programs; translate zoning and subdivision regulations to the public; read and interpret regulations, building plans, and subdivision plans; work under pressure and meet deadlines; and speak in public forums.
- Ability to prepare accurate, complete and legible reports and to present detailed, accurate, and objective oral presentations and responses to questions.
- Ability to establish and maintain effective working relationships with other department staff, governmental and private agencies, and the public.
- Bachelor’s degree in Urban/Regional Planning, Architecture, Civil Engineering, Geography or a closely related field.
- Two (2) years of experience in development review or community planning.
- Two (2) years of supervisory experience.
- A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience.
- Education may substitute for experience on a year for year basis or High School Diploma or GED and six (6) years of experience of which two (2) must be in a supervisory capacity.
- Must obtain and maintain Floodplain Manager and Storm Water Inspector certifications within two (2) years of hire.
Work is performed in both an office setting and outdoors in varied weather conditions, with exposure to dust, fumes, airborne particles, and allergens. Occasional travel and overtime work may be required. May be required to travel. While performing the duties of this job, the employee regularly is required to stand, walk, and sit, reach with hands or arms, climb or balance;
stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distance is required. The employee is occasionally required to lift up to 20 pounds. Work may involve high risk or potentially dangerous situations, exposure to excessive noise. Work may require the use of protective clothing, equipment, devices, or materials.
