Why does the job exist?
This position is responsible for working with fiscal officers in the facilities and divisions on the preparation of the Department's budget request, operating budget and monthly budget projections; analyzes complex projection data from multiple funding sources; assists with the preparation and processing of required budget operation functions; and provides knowledge of various state and federal requirements.
How does it get done?This position is also responsible for assisting the Budget Director and Budget Bureau Manager with ensuring the accuracy, completeness, and timeliness of the Appropriation Request, Operating Budget, and Budget Adjustment Requests (BAR's) from assigned Program Areas / Facilities. Provides detailed information to DOH management on the impact of budgetary developments and decisions on the operations and programmatic activities of assigned Program Areas / Facilities as requested.
Must have knowledge in preparing internal budget adjustments (IBAR's) requests, and external Budget Adjustments Requests (BAR's); OPBUD 3's; OPBUD4's; BRF's;
Allotment Request Forms, Deficiency, Supplemental Appropriation or Special Appropriation forms. The incumbent must research and compile appropriate supporting documentation for all external budget adjustment requests submitted to Department of Finance and Administration (DFA); prepare federal reconciliation grant worksheets, DFA BAR forms and other required forms needed to meet DFA requirements.
This position will work with financial staff, division directors and programmatic staff on any budgetary matters.
Ideal Candidate- Experience assisting in the preparation of a budget request and operating budget.
- Experience with analyzing large complex budgets and projections of a state agency.
- Knowledge and experience of SHARE Financial Modules.
- Knowledge and experience using Excel, including VLOOKUP's, Pivot Tables and IF statements.
- Knowledge of Power Pivot and Queries.
Bachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. For use at the State Investment Council only: any budgeting, accounting, and/or auditing experience is acceptable.

Must possess and maintain a valid Driver's License.
Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
