Primary Purpose
Under the direct supervision of the County Clerk, oversees the research, development, implementation, coordination, and administration of the Clerk’s Office’s training programs.
Essential Job Functions- Identifies training needs by evaluating strengths and weaknesses of Clerk’s Office staff and business processes; researches training programs to be offered to division staff.
- Develops and implements training programs for the County Clerk’s Office, including the Bureau of Elections, Recording Division, Records Division, and all administrative functions.
- Prepares lesson plans and delivers training to County Clerk’s Office staff and temporary election workers.
- Tracks training completed by division employees; tracks individual professional development plans and recommends additional training based on those goals; and reports on training activity to County Clerk.
- Tracks events and trainings; maintains an organized schedule of courses and conventions offered; and communicates trainings and events to staff.
- Recruits, trains, and oversees Election Workers.
- Trains third-party Voter Registration Agents.
- Plans, analyzes, and recommends courses of action to the County Clerk and management regarding training needs and develops training manuals, agendas methods, and related materials for the Clerk’s Office training programs.
- Drafts and publishes announcements, articles, news releases, flyers, social media posts, and other communications and outreach materials.
- Coordinates sticker design contest for every election.
- Coordinates with procurement staff for purchases related to the Clerk’s Office training programs.
- Completes administrative functions and tasks throughout the County Clerk’s Office as needed.
- Assists with elections as needed during election season.
- Knowledge of in-person, online, and virtual training methods, administration, and implementation.
- Ability to implement training programs and to coordinate training with performance measures.
- Ability to learn statutes, ordinances, and regulations applicable to County Clerk’s Office operations, including the New Mexico Election Code and statutes governing recording and records management; and to develop training to ensure compliance.
- Ability to adhere to high confidentiality standards working with confidential, privileged, and proprietary information.
- Ability to work under stressful circumstances in dealing with the public, co-workers, and election workers.
- Ability to communicate effectively, both verbally and in writing. Ability to train groups and individuals with no fear of public speaking and with an open and friendly personality. Ability to work independently and with others with minimal supervision.
- Ability to meet applicable deadlines while maintaining a professional attitude with the public, co-workers, county officials, and other government officials.
- Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment.
- Skilled in providing effective customer service.
- Skilled in internet and online applications.
- Associate’s degree or equivalent in Education, Human Relations, Political Science, Business Administration, Communications, or a closely related field.
- Four (4) years of experience in training/instruction.
- Any combination of education or experience in public or business administration or a closely related field totaling six (6) years.
- Related education and experience may be substituted at a rate of thirty (30) semester hours equal to one (1) year experience.
- Elections, Recording and Records management experience preferred.
Work is generally performed in an office setting, with a fair amount of work performed in the field and in varied weather conditions. Work schedule may include evening, weekend and irregular hours during peak election and recording cycles. Travel may be required.
