Department context Department of Health ensures health equity and works with our partners to promote health and well-being to improve health outcomes for all people of NM. Our Contracts Department ensures the efficient processing of contracts and purchase orders for the delivery of health services. These contracts support the mission of DOH to provide high-quality health care to the clients of NM.

Why

does the job exist?

This position reports directly to the Center for Public Health Operation (CPHO) Contracts Manager. It provides high-level business and administrative support to the Public Health Department Program Support Bureau and Center for Health Protection (CHP) within the Public Health Division (PHD). Responsibilities include coordination and management of Medical Provider Agreements, General Service Contracts, Statewide Price Agreements, Professional Service Contracts, Memorandums of Agreement, IT agreements, UNM agreements and other agreements.

The position will process encumbrance transactions and log and monitor agreements from inception to completion, working with Bureaus, offices and program staff to ensure timely submission in accordance with the Administrative Services Division (ASD), Office of the General Counsel, Office of the Secretary, Taxation and Revenue Department, Contracts Review Board, and Public Health Division prescribed time frames.

How does it get done?

This position is responsible for preparing the division's contracts from initiation to execution. It includes adding scope of work to contract templates and other documents, ensuring budget tables are accurate, tracking payments, and working closely with all divisions and programs, Office of the General Counsel, Office of the Secretary, ASD, Contracts Review Board, State General Services Division, and Contract Supervisor to ensure timely submission according to ASD and PHD time frames.

The incumbent will log all contracts, submit contract packets to ASD for final approval and execution. Share experiences and proficiency with Excel spreadsheets and pivot tables. Create Purchase Orders, Requisition s, and voucher payments. Extra duties may apply.

Who are the customers?

The customers are the DOH employees, contractors, suppliers, and outside agencies.

Ideal Candidate

The ideal candidate must have knowledge in contracts and finance management. This position requires experience with NM State’s financial system and the ability to manage several priorities with short turnaround times. Experience with the NM state procurement code and Department of Finance and Administration rules and regulations is required. The candidate should be able to provide expert advice on contractual agreements and must be able to multi-task and be detail-oriented.

Minimum

Qualification

Bachelor’s Degree in Accounting, Finance, Auditing, or Business Administration and two (2) years of directly related work experience in accounting, auditing, finance, or budgeting. Any combination of education from an accredited college or university in a related field and/or direct experience totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Working conditions are in an office setting, exposure to Visual/Video Display Terminal (VDT) and extensive computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
