Department Overview

Transportation and Parking Services (TAPS) supports campus academics, research, and public service by providing and managing access to UC Santa Cruz and overseeing the planning, design, and operation of parking, transit services, and bicycle/pedestrian circulation.

Job Summary

Supervises and coordinates the work of parking operations and enforcement staff. Directs subordinates to complete assignments using established guidelines, procedures, and policies.

Job Duties

40% – Supervision

  • Provide leadership to parking services professionals, ensuring safe and effective deployment.
  • Hire staff, evaluate performance, delegate daily operations, recommend reclassifications/pay increases, and initiate performance management.
  • Develop policies and procedures with campus departments and state agencies.
  • Serve as liaison to residential safety and security services, overseeing parking policy enforcement and traffic management.
  • Conduct regular meetings with direct reports and maintain staff knowledge of parking regulations and campus layout.
  • Ensure compliance with applicable policies, including California Vehicle Code and UCSC Traffic & Parking Code.
  • Drive University vehicles as required, following all applicable laws.
  • Promote safety at work and report any accidents or injuries.

25% – Program Development and Training

  • Develop and implement training manuals, SOPs, deficiency reports, and other materials for enforcement staff.
  • Enhance business processes, incorporating best practices and customer feedback.
  • Schedule maintenance or replacement of key equipment and train new employees.
  • Assist in planning and executing event parking and traffic management.”
  • Analyze costs and resources, collaborate with TAPS Business Manager, and review data for trends.
  • May oversee operational budgets.

35% – Administration

  • Collaborate with campus police, IT professionals, and other stakeholders.
  • Handle escalated complaints, public relations issues, and parking facility improvements.
  • Create maintenance plans for striping and curb markings.
  • Implement pay‑by‑app expansions and monitor field operations.
  • Participate in budget preparation and analyze data for trends.
  • Travel to meetings and training as required.
  • Perform other duties as assigned.
Required Qualifications
  • Bachelor’s degree in a related field or equivalent experience/training.
  • Broad working knowledge of parking policies, enforcement, events, and public administration.
  • Demonstrated skills in employee supervision and HR administration.
  • Excellent interpersonal, customer service, and communication skills.
  • Leadership skills to motivate and inspire staff.
  • Strong knowledge of parking enforcement practices.
  • Organizational skills to structure operations effectively.
  • Ability to manage multiple priorities and meet deadlines.
  • Conflict resolution skills in a high‑volume environment.
  • Ability to explain complex policies to diverse audiences.
Preferred Qualifications
  • Familiarity with UCSC campus and parking systems such as Park Mobile.
  • Knowledge of UC/UCSC policies and procedures.
