Position: Supervising Technology Analyst (IT Infrastructure Manager)

Definition/Description

Under the limited supervision of the Chief Information Officer or Deputy Chief Information Officer, the incumbent in this technical supervisory level position is a technical leader within the division and leads technical projects. This position assists with the daily planning and assignment of work and also supervises and assists with the work of subordinate information systems specialists, technology technicians and other staff within the Technology Services Bureau of the court.

This position's primary responsibility is providing enterprise architectural leadership and implementing infrastructure best practices in network, telephony, security, server administration, cloud computing, automation, and reporting. Incumbent will also manage information system specialists and infrastructure projects. This position requires travel from time to time to our various facilities, partner courts, and/or other partner agencies.

This position is eligible for remote assignment. Qualified applicants must be a resident of California.

The Supervising Technology Analyst position is part of the Rapid Response team. If an urgent or necessary (as determined by Executive Management) need for on‑site work may arise, the Supervising Technology Analyst will have to be prepared to report to a work site as soon as possible within ninety (90) minutes of notice from the Court.

Distinguishing Characteristics

This is the supervisory level of the Information Systems Specialist series. This class has supervisory authority regarding hiring, firing, discipline, and performance assessments for a unit consisting of information system specialists, technicians, and other staff. This class is distinguished from the lower level Information Systems Specialist II class in that the latter may mentor, train, and assign work to subordinate staff but does not have supervisory responsibility.

Incumbents must use considerable judgment in determining how to best achieve the automated information needs of the court at a reasonable cost. In addition to their supervisory responsibilities, incumbents in this class may at times perform or assist in performing difficult and complex analysis and programming duties that require a high level of experience and skill.

Typical Tasks / Representative Duties
  • Establishes priorities, work schedules and Information Systems Analyst assignments with the Chief Information Officer to ensure that projects are completed on time, within budget and meet stated objectives;
  • Recommends information technology strategy to reflect customer business needs and direction: suggests, develops, and implements service changes and new services, and coordinate with other division service delivery functions;
  • Performs general management and administrative duties: assigns, trains, evaluates and directs the work of subordinate staff;
  • Manages projects and guides technical staff to manage projects efficiently, including project definitions, work plans, documentation, scheduling, control methods and status reporting;
  • Communicates complex customer needs to staff and management personnel across varied divisions to develop application implementation plans, which include documented deliverables, timelines, roles and responsibilities;
  • Develops and maintains programming applications for systems, databases, Internet and networked applications, including analyzing division needs, creating data flow diagrams, writing source code, designing databases, and programming servers in order to automate departmental processes, and maintain and manage networked applications;
  • Installs complex computer software programs and hardware devices in order to implement, maintain and repair information technology systems;
  • Monitors and analyzes usage trends and statistical output for operating systems and servers in order to maintain quality control, register new users, manage user accounts and administer security controls;
  • Troubleshoots difficult and complex problems with applications; researches, tests and isolates problems; and designs and implements solutions in order to maintain applications that adequately automate and assist the court.
