Human Resources Manager (Santa Clara, CA)

LHH is teaming up with a nonprofit social‑impact organization in Santa Clara, CA in search of a Human Resources Manager to support agency‑wide employee relations, compliance, and organizational effectiveness.

This role offers the opportunity to make a meaningful impact across a mission‑oriented environment. You’ll join a collaborative leadership team, work closely with multiple departments, and help shape policies, processes, and culture as the organization grows. The ideal candidate is an experienced HR professional with expertise in investigations, compliance, and employee relations. You excel at navigating sensitive situations, offering leadership guidance, and representing an organization in formal proceedings. You thrive in a fast‑moving environment, enjoy wearing many hats, and bring strong writing, analytical, and relationship‑building skills. Key Responsibilities
  • Act as a values‑aligned representative of the agency and help strengthen organizational culture through daily interactions and decision‑making.
  • Oversee the smooth operation of the HR department and support HR staff.
  • Serve as the primary point of contact for leadership inquiries regarding HR policy and best practices.
  • Lead employee relations investigations from initiation through close‑out in partnership with leadership and legal counsel.
  • Work with attorneys to resolve legal matters and maintain awareness of legal risk across HR functions.
  • Ensure timely submission of unemployment data, draft unemployment appeals, and represent the agency during hearings.
  • Process wage garnishments and respond to wage & hour claims and EEOC complaints.
  • Serve as HR compliance lead—manage external reports (Annual Pay Data Report, EEO‑1, OSHA 300/300A) and internal dashboards.
  • Oversee administration of employee benefits including medical plans, retirement programs, voluntary benefits, workers’ compensation, and open enrollment activities.
  • Manage protected leave processes including FMLA, CFRA, PFL, and accommodation requests; maintain accurate records.
  • Lead talent acquisition efforts including recruitment, hiring, onboarding, and employer‑brand initiatives.
  • Support talent management programs including OKRs, performance evaluations, and professional development initiatives.
  • Manage HR projects such as system upgrades and operational process improvements.
  • Support employee engagement, recognition, and retention initiatives; attend agency events.
  • Contribute to compliance, safety, and values‑based training programs.
  • Use HR data to identify trends and make strategic recommendations.
  • Ensure compliance with federal, state, and local labor laws and industry standards.
  • Perform additional duties as assigned.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field
  • Human Resources certification preferred.
  • Minimum 7 years of HR experience, including direct experience managing an HR team (required).
  • Strong background in employee relations, investigations, compliance, and protected leaves (required).
  • Must have experience with unemployment claims: collecting data, drafting appeals, and representing the organization during hearings.
  • Experience processing wage garnishments and responding to wage & hour claims and EEOC complaints (required).
  • HRIS/ATS experience required;
    Paycom highly desired.
  • High proficiency in Microsoft Office and/or Google Suite; strong Excel skills preferred.
  • Outstanding writing, communication, and follow‑through abilities.
  • Ability to work independently, manage changing priorities, and maintain confidentiality.
  • Experience working with culturally diverse teams required.
  • Must have a personal vehicle and ability to travel between Santa Clara, San Jose, and Santa Cruz offices.
