AGENCY DESCRIPTION

Since 1949, the Council on Alcoholism and Drug Abuse (CADA) has delivered programs and services focused on the education, prevention, and treatment of substance abuse and co-occurring mental health conditions affecting youth, adults, and families throughout Santa Barbara County.

POSITION PURPOSE

The Clinic Monitor /Treatment Counselor provides support to outpatient substance use treatment services through client monitoring, drug screening, reception coverage, and as-needed treatment counseling services. This position plays an essential role in maintaining a safe and supportive clinic environment and providing brief treatment interventions, individual check-ins, group facilitation, and documentation according to agency and county standards.

The Treatment Counselor is responsible for delivering outpatient substance use treatment services, including client monitoring, drug screening, and reception coverage, to ensure a safe and supportive clinic environment. This role provides brief treatment interventions, conducts individual check-ins, facilitates group sessions, and completes documentation in accordance with agency and county standards. In addition, the counselor supports clients in their recovery journey by offering guidance, monitoring progress, and maintaining the integrity of clinic operations.

QUALIFICATIONS
  • AA/AS in a relevant field or equivalent experience required.
  • RAC, SUDRC, SUDCC or equivalent required.
  • 1-3 years
  • Bilingual (English/Spanish) and bi-cultural experience preferred.
  • Proficiency in Microsoft Word and Excel.
  • Ability to write clear, professional documentation and communicate effectively with individuals from diverse socioeconomic and cultural backgrounds.
  • Ability to communicate verbally with clients from a wide range of socioeconomic backgrounds.
  • Specific knowledge of individual and group counseling principles and techniques, and substance abuse assessment and case planning.
  • Knowledge of resources for treatment, recovery, and rehabilitation in the area.
RESPONSIBILITIES
  • Being present at the client reception area during assigned clinic hours, greeting clients, providing support, and ensuring adherence to clinic safety rules and expectations.
  • Conduct and/or observe urine and oral fluid drug tests according to agency protocols, record, track, and report on test outcomes.
  • Monitor clients who may be present under the influence and follow safety guidelines to maintain a safe, respectful, and recovery-focused environment.
  • Accurately enter client data into the internal electronic health record system.
  • Perform additional duties as assigned by the Treatment Program Manager.
  • Facilitate or co-facilitate group counseling, education, and relapse prevention groups as needed.
  • Conduct and document alcohol and drug screenings in Smart Care and Credible.
  • Maintain timely and appropriate Client File Documentation, Case Notes, and File Examination, in accordance with DMC-ODS Guidelines. Case notes must include the complete date (month, day, and year); identify the type of service; be written using DMC-ODS compliant language and service definitions; clearly document the therapeutic focus and client response; and include start and stop times or duration of the service.
  • Participate in treatment planning, discharge planning, and crisis intervention as needed.
  • Complete all required annual training for Santa Barbara County Dept. of Behavioral Wellness and CADA.
  • Ability to maintain professional boundaries, recognize personal limitations, and make referrals when appropriate.
  • Understanding confidentiality, ethical practice, and trauma-informed care principles.
  • High level of integrity, reliability, and attention to detail.
  • Demonstrated interest in supporting individuals in recovery from substance use disorders.
WORK AUTHORIZATION
  • Successful completion of a comprehensive background screening, which may include criminal record Live Scan Background Check, employment history verification, and reference checks.
  • Must provide documentation of a recent negative tuberculosis (TB) test result to ensure a safe and healthy work environment.
  • Must pass a pre-employment drug screening to ensure a drug-free workplace. A negative drug test result is required.
  • Verification of authorization to work in the United States
  • Valid California driver’s license. Acceptable driving record at time of employment.
  • Must have personal insurance coverage that meets the requirements set by the employer. This may include liability insurance, automobile insurance, or any other type of insurance deemed necessary for the position. The coverage must be valid and maintained throughout the employment period.
  • Medi-Cal Clearance
TYPICAL PHYSICAL DEMANDS

Must be able to sit or walk for moderate periods, and occasionally carry and lift/transport objects weighing up to 15 pounds.
