OPEN TO THE PUBLICThis recruitment will establish an eligible list used to fill current and future Supervising Collection Officer vacancies within the Orange County Probation department. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

PROBATION DEPARTMENTThe County of Orange Probation Department assists justice involved juveniles, their families, and adults to successfully navigate and complete probation. The Department oversees approximately 10,000 adult and 800 juvenile clients on court‑ordered probation or in diversion programs and operates the Orange County Juvenile Hall and two youth camps.
OPPORTUNITY- Provide direct supervision to Collection Officers within the Administrative and Fiscal Division.
- Plan, organize, and direct the work of subordinate staff engaged in debt collection, locating debtors, investigating financial resources, executing pay agreements, and enforcing collection of debts.
- Provide excellent customer service and respond to inquiries from victims, clients, and stakeholders including the District Attorney, Court, Court Ordered Debt Collections Program, Accounting, Information Technology, Management, Professional Standards Division, Franchise Tax Board, and other areas within the Department.
- Serve as liaison between the Department and other County departments, governmental agencies, or businesses.
- Apply complex laws and regulations.
- Represent Restitution Contested Hearings, Financial Hearings, Claim of Exemption, and Order Judgement Debtor Examination.
- Consolidate and prepare unit statistics.
- Recommend and implement procedural changes as needed.
- May perform other duties as assigned.
The successful candidate will have the following experience:
- Four years of experience in credit and collections work, knowledge of methods and techniques used in effecting collections, supervisory experience in Collections, and experience working for a law enforcement agency.
- Apply comprehensive knowledge of debt collection and court‑ordered debts.
- Use appropriate methods and techniques to ensure speed, quality, and consistency in investigating and enforcing collections.
- Analyze and determine the client's ability to pay obligations, obtain stipulation and agreement to pay, and attempt to collect the monies owed.
- Understand database applications such as Integrated Case Management Systems and Integrated Probation Financial Systems.
- Run requests for Credit Reports and Skip Tracing Reports using Department of Motor Vehicles, Accurint, and others.
- Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint.
- Strong knowledge of the Fair Credit Reporting Act, current laws, regulations and methods of enforcement relating to legal collection of funds.
- General knowledge of Federal and State Tax Intercept Program regulations and general knowledge of legal codes, court procedures, precedents and government regulations.
- Review and approve legal documents such as Restitution Orders and Orders of Judgment Debtor.
- Accurately summarize data and present it in computational or statistical reports.
- Monitor caseload and collection statistics and review State and Federal Regulations.
- Participate in system upgrades, enhancement proposals, and testing.
- Prepare and produce performance evaluation documents for subordinate staff and build consensus among diverse groups.
- Represent Collections at Juvenile and Adult Supervising Probation Officer's meetings, IPFS, Collections, and Accounting and Clerical Meetings.
