Position SummaryOne (1) full‑time, regular Social Services Unit Supervisor vacancy in the Division of Children and Family Services within the Department of Health and Human Services.
The assignment area operates 24/7; the Supervisor may occasionally serve as after‑hours supervisor on duty during non‑business hours.
The Supervisor provides first‑level supervision to senior, journey‑level, and other support staff, leads special projects, plans, assigns, and evaluates staff in various program units, and collaborates with county departments, local law enforcement, government agencies, and community service providers to deliver services to clients.
Desirable QualificationsHighly desirable: bilingual skills in Spanish and English. Successful candidate must possess bilingual skills and demonstrate proficiency in both languages prior to appointment. A bilingual proficiency exam will be administered.
Ideal CandidateThe ideal candidate is an exceptional leader with knowledge of the laws and regulations governing the program and experience providing direct services in a community reflective of the assignment area.
- Professional experience working in child welfare.
- Supervisory or leadership experience and knowledge of community organizations and resources.
- Excellent communication, diplomacy, training and coaching, interpretation of laws and regulations, implementation of new policies and initiatives, complex issue solving, time management, planning, organizing, prioritizing, and community engagement.
- Tech savvy and experience using large databases to track work performance; able to provide internal support for training on new releases and upgrades.
- Understanding of building and supporting a diverse group of stakeholders and leading organizational change to promote best practices.
- Comfort navigating the balance between independent execution and collaborative problem solving.
- Ability to foster belonging through high emotional intelligence and cultural awareness, applying an equity lens to core business processes.
- Thorough knowledge of casework concepts, skills, and interview techniques.
- Laws, rules, and regulations governing public social service agencies and specialized programs.
- Principles of supervision and training.
- Community organization and use of public and private community resources.
- Medical and psychiatric terminology.
- Knowledge of court proceedings related to the Public Guardian assignment.
- Effective training, planning, assignment, supervision, and evaluation of staff.
- Development and maintenance of effective working relationships with stakeholders.
- Participation in program planning and evaluation.
- Interpretation of rules and regulations for staff, applicants, and recipients.
- Preparation and presentation of concise oral and written reports.
- Consultative services to staff members.
- Conducting investigations and representing clients in all matters related to their well‑being.
- Master’s Degree in sociology, psychology, social work, social welfare, counseling, mental health, or a closely related field.
- OR Bachelor’s Degree in the same disciplines plus two years of experience directly related to the assignment at an equivalent level.
- Lead experience highly desirable.
Testing may include highly qualified review, screening, online assessment, written examination, oral examination, performance examination, or combinations to determine the eligible list. The eligible list may be used for current and future vacancies.
Special RequirementsCandidates selected are subject to fingerprinting by the Sheriff’s Department and must pass a Department of Justice Live Scan background check before appointment.
Disaster Service WorkersAll County of Marin employees are designated Disaster Service Workers through state and local law. Employment requires affirmation of a loyalty oath, completion of training, and return to work as ordered in emergency.
