JOB TITLE: Clinical Supervisor

LOCATION: San Mateo, CA

EMPLOYMENT TYPE: Full-time

Job Summary

The position is part of the program leadership and works in partnership with the Program Manager to provide leadership, support, and oversight for all elements of the clinical service and staffing roles, including hiring, training, skill development, coaching, and enforcement of program rules. It ensures adherence to all program and agency policies and collaborates with the Program Manager to deliver high‑quality client care in accordance with Horizon Services standards and applicable federal, state, and county regulations.

Accountabilities & Responsibilities
  • People Management – train and develop a high‑performing team
  • Client Care – ensure a high level of services to clients
  • QA & Compliance – follow and adhere to program policies and mandated regulations as driven by Federal, State, and County contracts

People Management

  • Assist in recruiting, interviewing, and hiring supervised positions in coordination with the Program Manager
  • Support new‑hire orientation and training for all supervisors
  • Provide ongoing feedback through individual and group supervision meetings
  • Support Program Manager in developing ROADs and professional development processes for supervises
  • Develop, maintain, and ensure compliance with employee and position handbooks

Clinical Oversight

  • Serve as designated LPHA for assigned DMC‑ODS funded program(s)
  • Provide on‑call consultation and support for supervises during non‑standard work hours
  • Ensure quality care for residents/beneficiaries consistent with regulatory standards and program policies
  • Provide crisis support, intervention, and de‑escalation of conflict as needed
  • Ensure orientation for all new residents/beneficiaries within required time frame
  • Develop knowledge of community resources and facilitate connections to off‑site care

Safety & Security of Staff and Residents/Beneficiaries

  • Conduct periodic inspections of grounds and facility
  • Monitor residents/beneficiaries to ensure appropriate supervision
  • Facilitate conflict resolution meetings with staff and residents/beneficiaries
  • Maintain punctuality and attendance

Compliance and Enforcement of HSI’s Policies

  • Enforce program policies and assist in creation of updated procedures
  • Facilitate regular meetings with supervises and assigned team meetings

Qualifications
  • Knowledge of evidence‑based interventions for co‑occurring, multicultural, low‑income populations
  • 2+ years experience in drug/alcohol treatment services, preferably withdrawal management or residential level
  • MA or MS in Clinical Counseling, Psychology, Marriage & Family Therapy, or related field
  • Clinical License (MFT, LPCC, LCSW, or related license) or completed hours and license eligible
  • Preferred:
    Meets BBS standards for clinical supervision and ability to sign clinical hours
  • Preferred: 2+ years training staff in de‑escalation, group milieu, and clinical skills
  • Preferred: 2+ years experience engaging clients in group activities
  • Preferred: 2+ years crisis intervention in mental health or substance use facilities
  • Preferred: 1+ year budget management experience
  • CPR/First Aid certification or within 6 months of hire
  • Valid California driver’s license with good record and insurance
