Duties/Responsibilities
  • Serve as a neutral convener and trusted liaison among housing providers, mental health agencies, substance use treatment providers, city and county governments, veteran service organizations, healthcare partners, faith-based organizations, and other stakeholders serving unhoused populations in Hays County.
  • Facilitate regular meetings, work groups, and planning sessions focused on homelessness response coordination.
  • Build consensus among diverse partners to align services, reduce duplication, and improve access to housing and supportive services.
  • Lead the development and implementation of a local Coordinated Entry Planning Entity, in alignment with THN guidance and HUD standards.
  • Support partners in defining roles, referral pathways, prioritization processes, and service standards within the Coordinated Entry system.
  • Document policies, procedures, and workflows required for an effective Coordinated Entry system.
  • Promote and support community-wide adoption and effective use of the Homeless Management Information System (HMIS).
  • Work with THN and HMIS administrators to provide training, technical assistance, and ongoing support to participating agencies.
  • Encourage data quality, consistent data entry, and data-informed decision-making across partner organizations.
  • Assess community readiness for HUD homelessness funding opportunities, including Continuum of Care (CoC) participation.
  • Assist in identifying gaps in services, capacity needs, and infrastructure required to compete for and manage federal funding.
  • Support the development of community plans, narratives, and documentation aligned with HUD and THN expectations.
  • Use HMIS and other data sources to track progress, identify trends, and inform system improvements.
  • Prepare reports, summaries, and presentations for agency leadership, community partners, boards, and funders.
  • Support continuous improvement efforts by incorporating feedback from people with lived experience of homelessness and service providers.
  • Ensure homelessness response efforts are grounded in fairness, dignity, and trauma-informed approaches.
  • Ensure meaningful participation of people with lived experience of homelessness in planning and decision-making processes.
