The Team You'll Be Leading
The Construction Engineering Division conducts inspections to ensure compliance with approved plans, and local and state code and regulations. You will be leading a team of engineering inspectors while overseeing the overall construction planning, coordination, and control of a project from beginning to completion while being the key contact between the city and project contractors. This is a fantastic opportunity for an experienced Construction Manager to make an impactful and meaningful difference in our growing city.

Under general direction, plans, organizes, oversees, coordinates, manages, and reviews the programs and activities of the assigned division in the Development Services Department; administers current and long-term planning activities; manages the effective use of the assigned division's resources to improve organizational productivity and customer service; provides professional and technical support to the Director of Development Services/City Engineer in areas of expertise.

REPRESENTATIVE DUTIES
  • Assumes responsibility for the Development Services Department's construction management and inspection activities including participating in the development and implementation of goals, objectives, policies, priorities, and budget.
  • Manages and administers multiple private development, right-of-way, and capital construction projects; manages contracts and agreements; ensures completion of projects within budgetary, regulatory, and time constraints.
  • Coordinates activities with various public utilities, outside agencies and organizations, other departments, and the public, to resolve sensitive and controversial construction and inspection issues.
  • Responds to questions and inquiries from the general public, developers, contractors, engineering professionals, and City staff regarding construction projects.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs and reviews with appropriate management staff; implements improvements; ensures project reports are prepared and construction files and records are appropriately maintained.
  • Reviews and garners approval from appropriate design persons of construction submittals, contract change order requests, schedules, and design changes and reviews schedules of construction; prepares and processes progress payments, contract change orders, statements of working days, requests for information response, reports of completion, resolutions of acceptance, and notices of completion.
  • Directs construction operations, services, and activities in accordance with applicable regulations and standards for infrastructure construction and employee safety and training.
  • Directs, coordinates, and reviews the work of construction and inspection operations, services, and activities; monitors work flow; assigns work activities and projects and works to identify and resolve problems; reviews and evaluates work products, methods, and procedures; negotiates and resolves construction disputes and participates in construction claim defense.
  • Inspects and administers grading, storm drain, retaining wall, roadway, lighting, and surface improvements of private development projects.
  • Manages and supervises consultant project management, inspection, materials testing, and survey services; administers the selection of and negotiates contracts and fees for consultant services; and monitors consultant budgets and recommends approval of consultant payments.
  • Oversees right of way permit process; reviews and approves right of way permit applications; issues permits; and monitors conformance of construction to excavation ordinance requirements.
  • Reviews and comments upon plans and specifications in process of design for consistency and constructability; coordinates the review and approval of traffic-handling plan submittals.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works construction management.
