The Opportunity
Black & Veatch seeks an experienced Project Manager to join its expanding water/wastewater team in Southern California. The Project Manager will lead State and Local Government Water business, driving client development, business development, financial management, contract oversight, and client satisfaction. The role must meet new‑business and earnings goals, build strong client relationships, and sell the full suite of Black & Veatch services.
The Team
Black & Veitch’s Government & Communities sector serves municipalities, state and local governments, and federal agencies. The team modernizes water infrastructure, optimizes asset use, and mitigates risk, ranking in the top 10 by ENR for Water Design Firms.
- Prepare and implement Client Development Plans for assigned clients.
- Develop and maintain strong relationships with clients, business partners, and competitors.
- Develop client and pursuit strategies.
- Lead or support proposal development.
- Make go/no‑go decisions and prepare Proposal Review Board documents.
- Act as the Client Director and lead project and pursuit teams.
- Meet new business and earnings financial goals.
- Manage assigned business development budget.
- Manage contracts and legal issues.
- Mitigate risks.
- Identify key client interests and drive communication on projects.
- Leverage professional networking skills to pursue project opportunities.
- Supervise and mentor project team members.
Acts as a project manager, overseeing a project team. The individual may vary by project.
Preferred Qualifications- Bachelor’s Degree in Business Management or related field.
- 15+ years of experience managing a multidisciplinary team delivering new business for water and wastewater utility, state, and local government projects.
- Previous consulting experience.
- Proficiency with MS Office Suite and project software.
- Experience preparing proposals, negotiating and managing contracts, and managing project budgets, costs, and accounts receivable.
- Experience with planning, delegation, and conflict management.
- Experience navigating ambiguity and building effective teams.
- Identify key client interests on complex projects.
- Communicate client priorities to project team members and develop approaches to accommodate them.
- Lead business development and craft client pursuit strategies.
- Assist with performance management, mentoring, recognition, and corrective actions as required.
- Bachelor’s degree or equivalent experience.
