JOB SUMMARY
Performs a variety of responsible technical and office support work in one or more specialized areas including reviewing applications and plans related to building, construction, encroachment and occupancy; plan checks basic building permit applications for compliance with applicable codes; tracks plans and applications through the permitting process; performs a variety of office support activities, which may include preparing a variety of agenda packets and minutes for boards, commissions and committees;
providing factual information and other assistance to customers and visitors either on the telephone or in person, counter reception, receipt of payments, report generation and filing, data entry, and records management; develops and maintains information for the department's website, performs related work as assigned.
In addition to the above, the Permit Technician III may provide technical and/or functional supervision to lower-level Permit Technicians, office support staff, and/or part-time or volunteer staff; performs related work as assigned.
CLASS CHARACTERISTICSPermit Technician I is the entry-level into this technical class series. Initially under close supervision, incumbents with well-developed office support skills learn departmental and City technical and specialized rules, regulations, policies, procedures and activities related to the planning and/or building functions. This class is alternately staffed with Permit Technician II and incumbents are expected to advance to the higher level after having gained the knowledge, skill and experience that meet the qualifications and demonstrate the ability to perform the work of the higher-level class.
Permit Technician II is the experienced-level class in this series. Incumbents will have a primary assignment to either the building or planning function and specific duties may vary accordingly. However, all positions are cross-trained and the level and scope of the technical elements are equivalent. This class is distinguished from lower-level office support classes such as Administrative Assistant I by the performance of difficult, technical, complex and/or specialized duties, which require the application of a larger base of technical knowledge and skill in addition to standard office support skills.
Permit Technician III is the advanced journey-level class in the Permit Technician series. Incumbents independently perform the most complex and difficult permit technician assignments, typically involving supporting engineers, reviewing encroachment permit plans and traffic control plans, and issuing encroachment and transportation permits. Incumbents may indirectly supervise lower-level Permit Technicians. Permit Technician III is distinguished from Permit Technician II in that the latter is the journey-level class in the series, performs less complex permit technician duties, and does not provide technical and/or functional supervision to other Permit Technicians.
SUPERVISIONRECEIVED AND EXERCISED
Permit Technician I & II:
These classifications receive general supervision and technical direction from professional/management staff in the area of assignment. These classifications may provide direction and work instruction to part-time or volunteer staff on a project basis.
Permit Technician III:
This class receives general supervision and technical direction from professional/management staff in area of assignment. This class may provide technical and/or functional supervision to lower-level Permit Technicians, office support staff, and/or part-time or volunteer staff.
