Job Objective
The purpose of this position is to provide specialized professional and technical assistance and interpretation to City codes, regulations and ordinances. This position is responsible for the assistance to the Director of Planning regarding Planning, Inspections, Code Enforcement. Proposes, establishes, interprets, and enforces ordinances and regulations affecting land use and urban development. Assist the Director of Planning in the development of special studies and projects.
Participate in inter-governmental relations.
Essential Job Functions
Interpret, and enforce city codes, and requisitions as provided by ordinance; makes some decisions with few precedents and standards.Supervises Planner I reviewing subdivision plat information, including attending meetings between department staff, engineers and developers; reviewing for adherence to city codes and regulations; and routing to appropriate governmental agencies when necessary.Supervises Planners for reviewing site plans with city departments to completeness, schedule site plan meetings to review documents with the development community; and provide final correspondence to developers prior to plat recordation and building permit issuance.Interpret the City’s Unified Development Code and provide guidance to the city departments and general public; assist in the creation of a new ordinances and updating of the Unified Development Code; and assist the general public in the city’s development process and standards.Supervises, Process and review development applications for Special Use Permits, Zoning requests, Annexation, Subdivision and building permits.Final responsibility for the processing, review and recommendations on subdivisions, zoning, site plans, special use permits and development proposals.Enforcement, on a continual basis, of ordinances relating to subdivisions, zoning, parking, landscaping, mobile homes, signs, complaints and other city code relating to the development.Attend advisory board and council meetings and participate in Planning and Zoning Commission, Board of Adjustments. Prepare and present material related to project.Supervises review and processing of legal notifications for public hearing items and coordinating agendas for the Planning & Zoning Commission, City Commission, Zoning Board of Adjustments and the Subdivision Review Meetings.Use Auto CAD/Update City Maps.Coordinate and conduct Subdivision and Project Review meetings attended by representatives from other departments.On a daily basis, work with Inspections, Fire, Legal, Health, Administration and other departments regarding compliance with city requirements to assure property and orderly development and construction.Assist in the CDBG Program Planning.Assist in the preparation of the department budget.Other duties as assigned by city manager.Equipment/Material
Personal computer, specialized word processing (Microsoft Word) and spreadsheet software (Excel), 10-key calculator, phone, copy machine, fax machine, printer and scanner. Utilize subdivision and City maps, digital and video camera, code books, etc.
Working Conditions/Physical Demands
Typically, will work normal office working hours; 5-days, 40-hours week, however may require some unusual or irregular hours and may occasionally involve travel. Position may be exposed to hazards which may result in lost time, accident, exposure to soiling of clothing and skin; work involves normal weather changes. The physical demands are low and require little movement and infrequent lifting greater than 5-15 pounds.
Education/Skills
Required
Requires a High School Diploma with a minimum of five (5) years of directly related experience in Planning and/or a Bachelor’s Degree in Urban Planning, Architecture, Engineering, Government or other related field. Must have excellent grammar and composition skills, possess a valid Texas drivers’ license, with a satisfactory driving record. Preferred: bilingual.
